COVID-19 Precautionary Measures in Palau (30 June Update)

Can a resident enter the country?

  • Yes

  • Residents are allowed to enter.

*Can a foreigner enter the country? *

  • Yes with exceptions.

  • Foreign travellers are allowed to enter Palau. Travellers must meet the COVID-19 testing requirements.

*Is transit allowed through the country? *

  • Yes.

  • Transit through Palau is allowed. Travellers must provide the negative COVID-19 PCR test certificate, documentation of recovery from COVID-19, or proof of complete COVID-19 vaccination with the final dose administered at least 14 days before departure to Palau. Vessels carrying unvaccinated individuals may be considered for approval on a case-by-case basis and upon the specific orders and written authorization of the Director of Public Health.

Is a test required on arrival?

  • No.

  • There are no mandatory testing requirements for travellers upon arrival. However, travellers will undergo a COVID-19 test on the 5th day after arrival.

*Test certificate required? *

  • Yes

  • All travellers must provide a valid negative PCR COVID-19 test certificate issued within three (3) days of departure to Palau or proof of COVID-19 recovery if previously infected with COVID-19. Travellers must provide a COVID-19 vaccination certificate with the final dose administered at least fourteen (14) days before departure to Palau. Vaccines received must be approved or authorized for emergency use by the US Food and Drug Administration (FDA) or the World Health Organization (WHO). Children under three (3) years old are exempt from entry testing requirements.

  • Unvaccinated individuals under 12 years of age are permitted to travel to Palau and must adhere to the requirements for a negative PCR COVID-19 test certificate issued within three (3) days of departure to Palau or proof of COVID-19 recovery if previously infected with COVID-19). Children under 3 years of age are exempt from the testing requirement.

  • The crew of any vessel entering Palau must provide negative COVID-19 PCR test results (any type of PCR test, including NAAT, RT-PCR, qPCR, RT-LAMP, TMA, molecular test, isothermal amplification, ddPCR, or CRISPR) and/or provide official documentation on infection control measures implemented for vessel operations and health management protocols for personnel.

*Is quarantine required on arrival? *

  • Yes with exceptions.

  • All travelers undergo restriction of movement (ROM) for five (5) days from the date of arrival.

  • Travellers and non-residents must stay at a Pandemic Certified establishment during restriction of movement (ROM).

  • Any person proven or strongly suspected to be infected with COVID-19 will be isolated for a period of up to fourteen (14) days either at an isolation facility or at home at the discretion of the Director of Public Health. For more details click here

  • Based on the above restrictions, the traveller can expect 14 days in quarantine.

*Entry form required? *

  • No with exception.

  • Travellers must provide valid address and contact information to the concerned authority in Palau and undergo restriction of movement (ROM) for five (5) days from date of arrival.

Is a vaccination required?

  • Yes.

  • All travellers must provide COVID-19 vaccination certificates with the final dose received at least 14 days before arrival in Palau. Vaccine records must clearly show dates and number of doses received and vaccine brand, authorized by either the US FDA or WHO-approved for COVID-19.

Insurance required?

  • No with exceptions.

  • Currently, proof of coverage for COVID-19 expenses is not required, but travel insurance is mandatory.

Airline restrictions

  • Significant

  • Wearing a face shield is mandatory when exiting the flight.

  • Most regular commercial flights are temporarily suspended until further notice; however, Palau has resumed essential airline services.

  • Commercial flights between Palau and Taiwan are temporarily suspended until mid-June due to the rise in the number of COVID-19 cases in Taiwan.

  • Private and chartered flights along with air mail and cargo services are operational on a weekly basis.

Border restrictions

  • Significant

  • Travellers intending to visit Palau must submit the Quarantine Certificate Application to obtain approval from the government.

  • An entry permit will be required to enter Palau via sea. Travellers must contact Palau Port Control before arrival.

Curfew restrictions

  • Minimal

  • No curfew is in effect, however, the public health emergency for COVID-19 will remain in effect.

Social restrictions

  • Minimal

  • People are encouraged to maintain hand hygiene.

  • People are requested to avoid close contact with sick people and stay away from others if they are sick.

Internal travel restrictions

  • Minimal

  • No restrictions are in place.

  • Yes

  • Shops and other businesses are allowed to open.

*Restaurants open? *

  • Yes

  • Restaurants are open with regular operating hours.

*Events allowed? *

  • Yes

  • All types of events, such as sporting, cultural or social events, are allowed with safety protocols.

*Personal care services open? *

  • Yes

  • Gyms are open.

Masks required in public?

  • No with exceptions

  • Face masks are not required at this time. Wearing a face shield is mandatory in Palau when travellers are exiting flights.

Other

  • All schools and educational institutions have reopened with strict COVID-19 restrictions.

  • Public parks and recreational areas are open.

  • Worksites are open with regular working hours.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practice social distancing and maintain a 6-foot distance other individuals and avoid crowded areas.
