COVID19 Precautionary Measures in Libya (22 July Update)

*Can a resident enter the country? *

• Citizens and residents are allowed to enter.

*Can a foreigner enter the country? *

• Yes

• Foreign nationals are allowed to enter.

*Is a test required on arrival? *

• Yes

• Travellers will undergo health checks along with temperature screening.

*Test certificate required? *

• Yes

• Arriving travellers must present a negative COVID-19 PCR test certificate from a test administered no more than 48 hours prior to arrival in Libya.

*Is quarantine required on arrival? *

• Yes

• Travellers who are eligible to enter Libya are subject to a 14-day mandatory quarantine upon arrival in Libya at government-assigned facilities. Travellers arriving from Tunisia are only required to self-quarantine for 10 days upon arrival in Libya.

• Based on the above restrictions, all incoming travellers will be required to spend between 10 days and 14 days in quarantine.

Airline restrictions

• Significant

• Very limited international air travel has resumed in Libya. Since flights may be cancelled without prior notice, passengers are advised to contact airlines or travel agents directly for an update on the availability of flights.

• Authorities have banned flights to and from Tunisia until further notice.

Border restrictions

• Significant

• Most land and sea borders remain closed. Libya’s air, land and maritime borders have regularly been closed, without notice.

• Land, air, and sea borders in eastern Libya remain open.

• The Emsaed border crossing point is open for entry and exit.

• The land border with Tunisia remains closed until further notice.

• Travellers with an Israeli visa or having a travel history to Israel (as documented in passport) are not allowed to enter Libya.

Curfew restrictions

• A nationwide daily curfew has been imposed from 21:00 to 06:00. There is also a 24-hour curfew in effect on Friday and Saturday.

• Local governments may impose curfews and lockdowns at short notice depending on the pandemic situation.

• The government may tighten restrictions with very little notice.

• Violation of curfew measures can lead to a penalty.

Social distancing restrictions

• Significant

• Public gatherings, including social and cultural gatherings, have been banned.

• Social gatherings remain suspended in western Libya.

• Maintaining a distance of two meters, wearing face masks, and the use of sanitizers are compulsory.

Internal travel restrictions

• Masks must be worn on all transportation.

• Inter-district travel has been banned.

• Inter-city travel and public transportation in western Libya remain banned.

• Cities have different restrictions on inter-city and intra-city travel. Some local authorities have prohibited people from entering or leaving their respective town areas.

• Travel is prohibited during the curfew hours.

• Non-essential businesses remain suspended in western Libya. Essential services are not affected.

• During curfew hours, essential services, such as groceries, food shops, and pharmacies will remain open.

• Cafes are closed until further notice.

• Non-essential services are not allowed to operate.

• Mosques and other places of worship are closed; however, some mosques may open for Friday and Fajr prayer with strict guidelines.

• All events, including weddings and funerals, are prohibited.

*Masks required in public? *

• Yes

• The use of a face mask is mandatory in public places, shops, and government facilities. Failure to wear a face mask could lead to a fine.

Other

• Offices and businesses are allowed to open except during curfew hours.

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practise social distancing, maintain a 6-foot distance from other individuals and avoid crowded areas.
