COVID-19 Precautionary Measures in Ukraine (23 April Update)

*Can a resident enter the country? *

  • Yes

  • Citizens and residents can enter Ukraine.

*Can a foreigner enter the country? *

  • Yes

  • Foreigners can enter Ukraine.

*Is transit allowed through the country? *

  • Yes with exceptions

  • Travellers transiting through land or sea borders and departing within two days of arrival are not required to self-isolate.

  • The results of a negative PCR test for COVID-19 and an insurance policy are not required from transfer passengers who do not leave the airport transit zone and do not cross the border of Ukraine (unless otherwise provided by the requirements of the country that is the final point of their route).

*Is a test required on arrival? *

  • No

  • Multiple temperature screenings will be carried out at airports and land borders.

*Test certificate required? *

  • Yes with exceptions

  • Foreign travellers (over the age of 12 years), must present a negative certificate/result of a COVID-19 PCR test undertaken no more than 72 hours before arrival in Ukraine. Foreigners failing to present a negative COVID-19 PCR test certificate will be denied entry to Ukraine.

  • Citizens of Ukraine and holders of a permanent residence (except children under 12 years) can enter and transit the territory of Ukraine with a negative PCR test certificate from a test carried out a maximum of 72 hours before arrival in Ukraine.

  • Drivers and crew members of freight vehicles, buses engaged in regular services, crew members of aircraft and ships, river vessels, members of train and locomotive crews are exempted from the COVID-19 test certificate requirements.

  • Employees of representative offices of official international missions and organizations accredited in Ukraine do not require a COVID-19 test certificate to enter Ukraine.

*Is quarantine required on arrival? *

  • No with exceptions

  • In the absence of a negative COVID-19 test certificate, citizens of Ukraine and holders of permanent residence (except children under 12 years), must install the “Dii vdoma” application and observe 14 days of self-isolation. It is possible to exit self-isolation ahead of time in case of a negative PCR test result.

  • Based on the above restrictions, the traveller may be required to spend between 0 and 14 days in quarantine.

*Insurance required? *

  • Yes

  • All foreign citizens, regardless of the country of arrival must have a policy (certificate) of insurance issued by an insurance company registered in Ukraine or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance company - a partner on the territory of Ukraine (assistance), and covers the costs related to the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine.   • Foreign citizens failing to present medical insurance covering all expenses related to COVID-19 treatment while on the territory of Ukraine will be denied entry to the country.

  • The insurance policy, purchased through the portal, can be transferred for the required period for the tourist. The procedure for changing dates can be carried out several times.

  • The Health Insurance Requirement is exempted for

  • Nationals and permanent residents of Ukraine;

  • Foreigners and stateless persons permanently residing in Ukraine;

  • Military of NATO member states and Partnership for Peace member states participating in the training of units of the Armed Forces of Ukraine;

  • Refugees and persons needing additional protection;

  • Employees of diplomatic missions and consulates, representative offices of international missions and organizations accredited in Ukraine, members of their families;

  • Drivers and crew members of freight vehicles, buses engaged in regular services, crew members of aircraft and ships, river vessels, members of train and locomotive crews.

*Is vaccination required? *

  • No

  • A vaccination for COVID-19 is not required for entry into the country.

Airline restrictions

  • Minimal

  • International and domestic flight services are operating on a limited basis.

Border restrictions

  • Minimal

  • Air borders and many land borders are open.

Curfew restrictions

  • Moderate

  • No curfew is in place, however, the COVID-19 measures will remain in effect until at least 30 April 2021.

  • Colour-coded adaptive quarantine measures are in place dividing the country into “green”, “yellow”, “orange” and “red” zones. The list of regions with their assigned colour codes and corresponding set of restrictions can be found at this link.

  • Chernihiv, Chernivtsi, Kharkiv, Khmelnytskyi, Kyiv, Kyiv City, Lviv, Mykolaiv, Odesa, Poltava, Sumy, Zhytomyr, Zaporizhzhia are under red zone.

  • Cherkasy, Dnipropetrovsk, Donetsk, Kirovohrad, Luhansk, Rivne, Ternopil, Vinnytsia, Volyn are under orange zone.

  • Ivano-Frankivsk, Kherson, Zakarpattia are under yellow zone.

Social distancing restrictions

  • Moderate

  • COVID-19 measures have been extended until 30 April 2021. A physical distance of 1.5 meters must be maintained in public places, along with wearing masks and gloves.

  • As one of the measures, people must carry ID all the time when in public places.

  • Failure to follow any measure may lead to a fine or, in more serious cases, a prison sentence.

Internal travel restrictions

  • Moderate

  • Public transport is operating between different regions on a limited scale. Public transport must follow social distancing measures which include restrictions on the number of passengers allowed to board the vehicles.

  • Bus and train transportation is operating on a limited scale.

  • Masks are required on transport.

*Non-essential shops open? *

  • Yes with exceptions

  • Shops are allowed to open.

  • Shopping malls and non-essential stores in “red” zone areas will remain closed.

*Accommodations open? *

  • Yes

  • Hotels are open. However, in “red” zones, restaurants on the hotel premises will remain closed.

  • Hostels in Ukraine will remain closed while the quarantine measures are in place.

*Restaurants open? *

  • Yes

  • Restaurants are allowed to operate between 07:00 to 23:59 hours. From midnight to 07:00, the restaurants may provide take-away services only.

  • In the “red” zone, restaurants along with other hospitality sectors are allowed to provide takeaway services only.

*Bars and cafes open? *

  • Yes

  • Bars and cafes are open between 07:00 to 22:00 hours.

*Personal care services open? *

  • Yes with exceptions

  • Gyms, fitness centres, beauty salons, and hairdressers are allowed to open; however, in the “red” zone declared areas, gyms, fitness centres and swimming pools must close.

*Places of worship open? *

  • Yes

  • Religious establishments are allowed to open with safety protocols.

*Events allowed? *

  • Yes with exceptions

  • Public events are allowed with limited people; however, in “red” zone areas, events are prohibited.

*Masks required in public? *

  • Yes

  • Wearing masks is mandatory in public transportation and public places. Individuals and establishments can be fined for not complying with the regulation. Children below six years of age are exempted from the requirement.

Others

  • Libraries, swimming pools, hardware stores, cobblers, dentists, auditors, lawyers, and notaries are allowed to open providing appropriate hygiene and distancing measures are in place.

  • The number of visitors to sports facilities should be limited.

  • Parks and public outdoor spaces are open.

  • Cinemas and theatres are allowed to open with limited capacity.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practice social distancing and maintain a 6-foot distance other individuals and avoid crowded areas.
