COVID-19 Precautionary Measures in Northern Mariana Islands (12 January Update)

*Can a resident enter the country? *

  • Yes

  • Residents are allowed to enter.

*Can a foreigner enter the country? *

  • Yes

  • Foreign nationals are allowed to enter.

*Is a test required on arrival? *

  • Yes

  • Travellers will be tested immediately on arrival and on the fifth day after arrival.

  • The test result can be checked online within 24 to 72 hours after each test.

*Is a test certificate allowed? *

  • Yes

  • Certificate issued in foreign countries are allowed.

  • The certificate must be in English with these details mentioned clearly:

  • Name of the traveller;

  • Name of the Laboratory;

  • Specimen Collection date;

  • Indication that the PCR test was conducted;

  • Result of the test.

*Test certificate required? *

  • Yes

  • Arrivals must provide proof of a valid polymerase chain reaction (PCR) test from a specimen collected a minimum of three (3) days to a maximum of six (6) days prior to the individual’s arrival on Saipan to be reviewed by a CNMI Health Representative.

*Is quarantine required on arrival? *

  • Yes

  • All travellers are subject to self quarantine until they receive the results for the tests conducted on arrival and again on the fifth day after arrival.

  • Non-residents, who are not approved as an essential worker, are subject to five days quarantine at a government designated location.

  • Anyone found with non-compliance with the entry requirements will be quarantined for 14 days at a government designated location at their own expense.

  • Anyone who fails to visit for their testing appointment will be fined and brought to the CNMI Government approved quarantine/isolation location until they receive the second test result.

    • In case of a negative report, travellers will be released from the designated government quarantine facility.

Entry form required?

  • Yes

  • Every traveller must submit a health declaration form which includes travel history and health and employment information. The form can be found here and must be filled at least three days prior to arrival.

  • Essential workers requesting entry into CNMI must complete the essential worker request section within the online CNMI Mandatory Declaration Form at least three (3) days prior to arrival.

  • Travellers must register to Sara Alert Symptom Monitoring System for 14 consecutive days.

Airline restrictions

  • Minimal

  • Limited flights are operating.

  • Freight and medical transport and the daily mail service to Guam are operating.

  • United Airlines is operational.

  • Star Marianas Air is operating limited flights.

Border restrictions

  • Minimal

  • Borders are open and there are no entry restrictions for travellers.

Curfew restrictions

  • Significant

  • Night curfew hours are from 00:00 to 04:00.

  • All types of movement are banned during the curfew hours, except for first responders on duty, and people going to and from work or medical appointments. Violators will be fined.

Social distancing restrictions

  • Minimal

  • Gatherings of 25 or fewer persons are allowed in a single room or space.

  • As one of the social distancing measure, all businesses that have facilities open to the general public may be open from 05:00 to 23:00.

Internal travel restrictions

  • Transport vessels are operational with social distancing protocols.

  • All non-essential businesses are allowed to operate with limited capacity except during curfew hours.

  • Hotels are allowed to open with reduced capacity and must do temperature screening of customers when they enter.

  • Yes

  • Restaurants are allowed to open with reduced capacity. Temperature screening is mandatory for employees and patrons before entering the establishment.

*Bars and cafes open? *

  • Yes

  • Bars are allowed to operate with reduced a capacity and social distancing measures, including temperature screening of employees and patrons before entering the establishment.

*Beaches and tourism sites open? *

  • Yes

  • Public beaches are open with social distancing measures and limited gatherings.

*Places of worship open? *

  • Yes with exceptions

  • Places of worship are open with limited occupancy.

Other

  • Non-contact recreational activities such as gym workouts and group exercises are allowed with compliance with sanitation and strict social distancing measures.

  • All pathways are partially open.

  • Private and public schools can operate with strict COVID-19 restrictions; however, schools are encouraged to use distance learning.

  • Businesses including the casino, video poker establishments, gambling, and e-gaming facilities are prohibited, unless they are approved by the authorities.

  • Gas stations are allowed to open from 05:00 to 01:00.

  • Commercial fishing activities are allowed from 04:00 to 00:00 hours.
