COVID-19 Precautionary Measures in Montenegro (24 April Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter.

Can a foreigner enter the country?

  • Yes

  • All foreigners are allowed to enter the country.

Is transit allowed through the country?

  • Yes

  • Transit through Montenegro is allowed.

Is a test certificate allowed?

  • Yes

  • Test certificates obtained outside of Montenegro are accepted.

Test certificate required?

  • Yes with exceptions

  • Visitors arriving from all countries except Serbia, Kosovo, Croatia, Bosnia and Herzegovina, and Albania require a negative PCR test from a registered lab taken within 72 hours prior to travel to Montenegro or a positive serology test on IgG antibodies issued by a registered lab not older than 30 days. Alternatively, travellers can provide proof of a second dose of the COVID-19 vaccination administered at least 7 days prior to entry.

  • Montenegrin citizens and those who hold a Montenegrin residence permit who are travelling from Serbia, Kosovo, Croatia, Bosnia and Herzegovina and Albania can enter Montenegro without a COVID-19 test or proof of vaccination, subject to adherence to quarantine measures on arrival.

Is quarantine required on arrival?

  • Travellers may be required to quarantine or self-isolate for 14 days if they arrive without a PCR test, a positive serology test on IgG antibodies issued by a registered lab not older than 30 days, or proof of a second dose of the COVID-19 vaccination administered at least 7 days prior to entry. Montenegrin citizens and those who hold a Montenegrin residence permit who are travelling from Serbia, Kosovo, Croatia, Bosnia and Herzegovina and Albania can enter Montenegro without a COVID-19 test or proof of vaccination and be exempted from the quarantine requirement.

Is a vaccination required?

  • A vaccination for COVID-19 is not required for entry into the country.

  • Travellers with proof of the second dose of COVID-19 vaccine administered at least seven days before arrival are not required to present a pre-arrival certificate for a COVID-19 test.

  • Proof of insurance coverage for COVID-19 expenses is not required to enter the country.

Airline restrictions

  • International flights have resumed.

Border restrictions

  • Moderate

  • All border crossings are open as normal, except the border crossing Vuca from Rozaje to Tutin, and the border crossing Metaljka from Pljevlja to Cajnice which are only open from 07:00 to 19:00. Bans on travel between municipalities at weekends and curfews do not apply to border crossings.

  • A nationwide curfew from midnight 00:00 to 05:00 is in effect.

Social restrictions

  • Public gatherings, public events, sports, political, cultural, artistic and private gatherings, weddings, as well as other events other than professional, scientific, work and official activities are prohibited.

Internal travel restrictions

  • Significant

  • Departure and entry from the municipalities of Podgorica, Pljevlja, Mojkovac, Berane, Kolasin, Andrijevica, Niksic, Savnik, and Danilovgrad is restricted.

  • Intercity passenger traffic is prohibited from Friday 23:00 to Monday at 05:00.

Non-essential shops open?

  • Yes

  • All essential and non-essential shops are open.

  • Shops are allowed to operate from 7:00 to 22:00.

  • Consumer shops and services, workshops, car maintenance, car rental agencies are open.

Accommodations open?

  • Yes with exceptions

  • Accommodations are open. However, restrictions may apply to renting accommodation units.

Restaurants open?

  • Yes with exceptions

  • Restaurants are allowed to operate from 07:00 to 23:00

  • Seating is limited to four people per table in restaurants.

Bars and cafes open?

  • No with exceptions

  • Discos, clubs, bars, night clubs remained closed.

  • Cafes are allowed to operate from 07:00 to 21:00.

Beaches and tourism sites open?

  • Yes

  • Beaches are open.

Museums and heritage sites open?

  • Yes

  • Museums are open.

  • Fitness centres and gyms are allowed to open with strict social distancing restrictions.

Events allowed?

  • No with exceptions

  • All indoor events are restricted.

  • Funerals can take place with a maximum of 10 people only.

Masks required in public?

  • Yes

  • Protective face masks are mandatory for every person older than five years in all indoor and outdoor public spaces and motor vehicles. Face masks are not required on beaches and in national parks as long as the social distancing of two meters is respected.
