COVID-19 Precautionary Measures in Madagascar (13 April Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter the country.

Can a foreigner enter the country?

  • No with exceptions

  • Tourists are prohibited from entering Madagascar but residents may return on special repatriation flights.

  • Travellers who are unable to depart Madagascar due to the imposed travel restrictions can apply for free visa extensions for 30 days to the Ministry of Interior, Immigration/Emigration office.

Is transit allowed through the country?

  • Yes with exceptions

  • Transiting through Madagascar is allowed. However, anyone transiting through Madagascar must have a negative COVID-19 PCR test certificate for a test conducted within 72 hours before their departure.

Is a test required on arrival?

  • Yes

  • Travellers arriving at Ivato International Airport (TNR) will need to have a COVID-19 test on arrival at their own expense. If a traveller tests positive, they will undergo quarantine at a government facility.

Is a test certificate allowed?

  • Yes

  • COVID-19 test certificates issued in another country are accepted.

Test certificate required?

  • All incoming passengers must present a negative COVID-19 PCR test certificate for a test conducted within 72 hours before their departure to Madagascar.

Recommended Border App

  • Currently, there is no national contact tracing app.

Is quarantine required on arrival?

  • Yes

  • Incoming passengers must self-isolate at their own expense until they receive their COVID-19 test result for the test conducted upon arrival at the airport, which may take up to 3 to 5 days. If the test is positive, the traveller may continue quarantine in a state-mandated facility.

  • Based on the above restrictions, all incoming travellers must be prepared to enter quarantine for a minimum of 3-5 days and a maximum of 14 days.

Is a vaccination required?

  • A COVID-19 vaccination is not required to enter Madagascar.

  • Proof of insurance coverage for COVID-19 expenses is not required to enter the country.

Airline restrictions

  • Moderate

  • Most international travel to Madagascar is suspended. All international tourist travel to the island is suspended until further notice. All permitted flights must enter and leave the country at Ivato International Airport.

  • Commercial tourist flights to Nosy-Be remain suspended.

  • All domestic flights from/to the Atsinanana, SAVA, Boeny regions, Majunga and the town of Nosy-Be are suspended.

  • Nosy-Be and Majunga airports are closed until further notice.

  • Domestic travellers leaving from and arriving in Antananarivo must take a rapid antigen detection test carried out by the health authorities at Ivato airport. Testing must be done 3 hours before the flight leaves and the result comes out 15 minutes after the test is taken.

Border restrictions

  • Maritime borders will remain closed until further notice.

  • Cruise ships are not allowed to dock in Madagascar.

Curfew restrictions

  • Minimal

  • State of Health Emergency will be in effect until 19 April. This will entail continued enforcement of health and travel restrictions and protocols.

  • A curfew is in effect from 21:00 to 04:00 (local time) in Analamanga, Atsinanana, Nosy Be, Boeny regions and Sava regions until 18 April.

Social distancing restrictions

  • Minimal

  • Gatherings of more than 100 people are prohibited.

Internal travel restrictions

  • Roads leading to the regions of Analamanga, Atsinanana, Sava, Boeny and Nosy Be remain closed.

  • Local public transport vehicles continue to operate as usual and must be disinfected on a regular basis.
