COVID-19 Precautionary Measures in Macau (12 April Update)

*Can a resident enter the country? *

  • Yes

  • Citizens and residents are allowed to enter subject to meeting entry requirements.

*Can a foreigner enter the country? *

  • No with exceptions

  • Visitors from foreign countries are not allowed to enter Macao.

  • Visitors from Mainland China, Hong Kong, and Taiwan are prohibited from entering Macao if they have visited a foreign country in the 21 days prior to arriving in Macao. Information on eligibility for an exemption and application can be found at this link.

*Is transit allowed through the country? *

  • No with exceptions

  • Transit is not allowed at Macau International Airport.

  • Travellers are allowed to transit through two land border crossings, Macau’s Barrier Gate checkpoint at the Zhuhai land border and the Macau-Zhuhai checkpoint on the Hong Kong-Zhuhai-Macau Bridge. Private cars are allowed to access the border crossings.

*Is a test required on arrival? *

  • No with exceptions

  • Macao has implemented a QR three-colour code system. Travellers receiving red or yellow codes may be subject to testing, hospitalization, or restrictions on their movements.

*Is a test certificate allowed? *

  • Yes

  • Test certificates obtained outside of China are accepted.

  • Travellers intending to visit Guangdong from Macau must carry a negative test certificate issued by either Taipa Maritime Terminal or the Conde de Sao Januario Hospital. Test certificates issued by any other institutions will not be accepted.

*Test certificate required? *

  • Yes with exceptions

  • Visitors who have been in Hong Kong in the 14 days prior to arriving in Macao must hold a certificate for a negative result for a COVID-19 nucleic acid test performed within the past 24 hours. Visitors will need to go to designated places for a 14-day medical observation and observe self-health management measures for at least 7 days.

  • Visitors who have been in Taiwan in the 14 days prior to arriving in Macao must hold a certificate for a negative result for a COVID-19 nucleic acid test issued within the past 7 days and will need to go to designated places for a 14-day medical observation.

  • Visitors who have been in Mainland China in the 14 days prior to arriving in Macao must hold a certificate for a negative result or a certificate of specimen collection for a COVID-19 nucleic acid test issued within the past 7 days.

  • Departing travellers must obtain a certificate for a negative COVID-19 test performed within seven days of departure.

*Is quarantine required on arrival? *

  • Yes

  • Visitors who have been in Hong Kong in the 14 days prior to arriving in Macao will need to go to designated locations for a 14-day medical observation and observe self-health management measures for at least 7 days. They must also hold a certificate for a negative result for a COVID-19 nucleic acid test performed within the past 24 hours.

  • Visitors who have been in Taiwan in the 14 days prior to arriving in Macao will need to go to designated locations for a 14-day medical observation. They must also hold a certificate for a negative result for a COVID-19 nucleic acid test issued within the past 7 days.

  • Visitors who have been in Mainland China in the 14 days prior to arriving in Macao must hold a certificate for a negative result or a certificate of specimen collection for a COVID-19 nucleic acid test issued within the past 7 days.

  • All travellers who have been to Ruili City of Dehong Dai and Jingpo Autonomous Prefecture in Yunnan Province within the past 14 days prior to their entry to Macao, must undergo medical observation for 14 days at a designated facility and observe self-health management measures for an additional 14 days.

  • Arrivals to Macao will be issued with a “yellow” Macao Health Code digital certificate. Anyone who wishes to leave Macao prior to the completion of their period of health self-management would need to obtain a negative COVID-19 test certificate issued within 48 hours of intended departure and follow any other requirements imposed by their chosen destination.

  • All travellers undergoing a health self-management period in Macao will be required to take a COVID-19 nucleic acid test and obtain a negative result to end the self-management period.

  • Based on the above restrictions, all incoming travellers will be subjected to 14 days of quarantine in both best and worst-case scenarios.

Is a vaccination required?

  • No

  • A COVID-19 vaccine is currently not required to enter Macao.

Insurance required?

  • Proof of insurance coverage for COVID-19 expenses is not required to enter the country.

*Entry form required? *

  • Yes

  • A declaration of health condition at the port of entry is mandatory. The “Macao Health Code” is an electronic health declaration that can be used voluntarily and that will generate a colour-coded QR code to be used for entry. The form can be completed online at this link.

  • The presentation of the Macau Health Code will be required to access many public spaces including immigration buildings and medical institutions. Details on the same can be found at this link.

Airline restrictions

  • Moderate

  • Commercial airlines are operating limited flights at Macau International Airport.

Border restrictions

  • Moderate

  • Borders are closed for foreigners, except those arriving from China, Hong Kong, and Taiwan. Visitors from China, Hong Kong, and Taiwan are prohibited from entering Macao if they have visited a foreign country within 14 days prior to arrival in Macao.

  • Any person wishing to depart Macau SAR will have to provide proof of a COVID-19 negative result certificate from a nucleic acid test taken within 7 days before departure. The result must be uploaded on the “Macau Health Code” system.

  • Travellers from Macao to Guangdong must carry a negative certificate issued by either Taipa Maritime Terminal or the Conde de Sao Januario Hospital only. Certificates issued from any other location will not be accepted.

  • All land border crossings are closed except Zhuhai land border crossing (open from 06:00 to 01:00 hours) and Hong Kong-Zhuhai-Macao Bridge (open between 08:00 and 22:00 hours).

  • Macau-Shekou ferry services are operational.

  • Ferry crossings and land border crossings between Hong Kong and Macao are restricted except for some special cases.

Curfew restrictions

  • Minimal

  • Currently, no curfew is in effect.

Social distancing restrictions

  • Moderate

  • Group gatherings are limited to four persons.

  • The government has advised residents to follow strict social distancing and personal hygiene measures.

Internal travel restrictions

  • Minimal

  • Masks are required.

  • No restrictions on movement are in place.

  • Public transportation is operational.

  • Shops are open.

  • Shopping malls require every individual to present the Macau Health Code.

Accommodations open?

  • Yes

  • Hotels are open. All persons are required to undergo a temperature check and present a green Macao Health Code.

*Restaurants open? *

  • Yes

  • Restaurants are open.

  • Macau health code is required in restaurants, especially those with a capacity of 400 or more people.

Bars and cafes open?

  • Yes

  • Bars are allowed to open

  • Some establishments may request guests to present the status on their Macau Health Code for entry.

*Museums and heritage sites open? *

  • Yes

  • Museums are allowed to open.

*Personal care services open? *

  • Yes

  • Cinemas, beauty parlours, fitness centres, and sports centres have reopened.

*Events allowed? *

  • No with exceptions

  • Events are allowed as long as health protocols are strictly observed.

  • Most event venues are closed. Open spaces are also restricted with limited participants.

  • Nucleic acid test is required for all participants in the events such as marathons or the Grand Prix.

*Masks required in public? *

  • Yes

  • Masks are required on public transport carriers and indoor and outdoor public places.

Other

  • Nightclubs, saunas, amusement game centres, bowling centres, billiard rooms, cyber cafes, cinemas/ theatres, exhibition galleries, libraries, sports centres, swimming pools are open.

  • Schools are open.

  • Casinos are open.

  • Anyone entering immigration buildings or any medical institutions must present a Macao health code or entry will be denied.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practice social distancing and maintain a 6-foot distance from other individuals and avoid crowded areas.
