COVID-19 Precautionary Measures in Liberia (23 June Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter Liberia.

Can a foreigner enter the country?

  • Yes with exceptions

  • Foreign nationals are allowed to enter Liberia.

  • Travellers who have been in India, Pakistan, and Bangladesh in the previous 14 days will not be allowed to enter the country.

Is a test required on arrival?

  • Yes with exceptions

  • All travellers have a mandatory temperature check upon arrival.

  • Passengers entering Liberia will be tested with a PCR test for COVID-19 by the National Public Health Reference Laboratory. The following travellers are exempted from this requirement.

  • Travellers who are visiting Liberia for up to 5 days on a short mission (e.g. invited by government or an international NGO to provide technical assistance) and have not been in India, Pakistan, Bangladesh, Nepal, or Brazil in the previous 14 days.

  • Humanitarian workers who are deployed to Liberia for less than 15 days and have not travelled from India, Pakistan, Bangladesh, Nepal, or Brazil should contact their organisation for advice on which rules to follow. Humanitarian workers who are deployed to Liberia for 15 to 60 days and have not travelled from India, Pakistan, Bangladesh, Nepal, or Brazil will follow a different process which includes a quarantine with a test on day 7. Humanitarian workers should contact their sponsoring organization for information specific to their deployment.

  • Children under the age of 5 years old are exempt from COVID-19 testing upon arrival.

  • Airline personnel with layovers less than 48 hours are exempt from testing if they complete pre-boarding testing as per their airline’s policy and comply with screening procedures while in Liberia. If the layover is more than 48 hours, airline personnel must undergo PCR testing before leaving Liberia.

  • All arriving diplomats and their families and honorary consuls are exempt from testing on arrival. This exempt status does not apply to Liberian diplomats without foreign assignment.

Is a test certificate accepted?

  • Yes

  • Test certificates obtained in other countries are accepted.

Test certificate required?

  • Yes

  • All incoming travellers, regardless of vaccination status, must have a COVID-19 negative PCR test certificate issued within the last 96 hours prior to arrival. Children under five years are exempted unless their airline requires a test certificate.

  • Diplomats and their families, honorary consuls, duly accredited international organizations’ staff, and Liberian diplomats must present a negative PCR COVID-19 test certificate issued within 96 hours from an accredited lab. Alternatively, voluntary testing at the airport is available free of charge.

  • With some exceptions, all departing travellers must have a negative COVID-19 PCR test certificate issued within the last 72 hours prior to their departure. Diplomats and their families are exempted from the departure test requirement.

  • Although the Government of Liberia does not require exempt travellers to be tested on departure, airlines may require proof of a negative test result to allow boarding regardless of exemption status.

Is quarantine required on arrival?

Yes with exceptions

  • The Government of Liberia strongly recommends that all travellers self-isolate for 7 days and self-monitor for symptoms via the Lib Travel app for 14 days beginning the day after arrival in Liberia.

  • Travellers who have been in Nepal or Brazil in the previous 14 days will be taken to a government health facility directly from the airport. Travellers will be tested on the 7th day of quarantine after arrival. Travellers with a positive test result will be shifted from the government quarantine centre to the government COVID-19 Treatment Unit. Travellers will be released after two consecutive negative COVID-19 tests.

  • Based on the above restrictions, the traveller will be required to spend between 7 and 14 days or more in quarantine.

Entry form required?

  • Yes

  • All travellers must complete a Health Screening Arrival Form via the Liberia Travel app Android Play or the Apple Store before arrival for monitoring and contact tracing.

  • All travellers must present their symptom check screening form through the mobile app to the public health staff.

Recommended Border App

  • Yes

  • All arriving passengers must download the Liberia Travel App. Travellers must complete the Health Screening Arrival Form before arrival for monitoring and contact tracing. The App is available for both Android and iPhone.

  • All arriving passengers must pay the cost of COVID-19 testing and show the proof of payment for COVID-19 testing and completion of the symptom tracker form on the travel app.

Airline restrictions

  • Moderate

  • Roberts International Airport is open.

  • Commercial passenger flights have resumed operations. The availability of flights is limited.

Border restrictions

  • Moderate

  • All land borders are closed (with Sierra Leone, Guinea, and Côte d’Ivoire).

  • Ports are open.

Curfew restrictions

  • Moderate

  • The state of emergency has been lifted. However, a revised National Health Emergency has been declared by the Ministry of Health until further notice.

  • All 15 counties in Liberia will remain under partial lockdown until further notice.

Social restrictions

  • Moderate

  • People must maintain at least 3 feet distance from one another.

  • Large gatherings are allowed with limited capacity and should maintain health protocols.

Internal travel restrictions

  • Moderate

  • There is no restriction on travel within Liberia.

  • “Keh-kehs” or tricycle taxis are not allowed to carry more than two passengers at a time.

  • Taxis may carry up to three passengers at a time.

  • All drivers and travellers should maintain health protocols. Wearing a face mask is mandatory for both drivers and travellers.

Accommodations open?

  • Yes

  • Some hotels and accommodations are open. Travellers should ensure that they have reservations for accommodations before travelling.

Restaurants open?

  • Yes

  • Restaurants are open with limited capacity.

Bars and cafes open?

  • Yes

  • Bars, nightclubs, and other establishments serving alcohol are open until 21:00 (local time).

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practice social distancing and maintain a 6-foot distance other individuals and avoid crowded areas. Check with your airline, booking agent, or country's embassy for information on your specific travel plans.
