COVID-19 Precautionary Measures in Dominica (10 April Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents can enter.

Can a foreigner enter the country?

  • Yes

  • Foreigners are allowed to enter Dominica. Countries are categorized into high, medium and low-risk categories, and the entry restrictions vary in accordance with the risk level of the country of arrival. The list of countries and their corresponding risk levels may be found here.

Is a test required on arrival?

  • Yes

  • A Rapid Diagnostic Test (RDT) will be performed on arrival. If the RDT is negative, then the traveller must self-isolate in their place of residence for five to seven days before having a further PCR test. If the RDT is positive, then a further PCR swab test will be performed at the traveller’s expense.

  • Effective Feb 2, 2021, all arriving passengers and crew, will be assigned colour-coded wristbands for monitoring.

Is a test certificate allowed?

  • Yes

  • A COVID-19 test certificate issued by another country is accepted.

Test certificate required?

  • Yes

  • All arriving travellers must have a certificate for a PCR test with a negative result taken within 24-72 hours before arrival. Travellers from CARICOM countries and those below the age of five are exempt from this requirement.

Is quarantine required on arrival?

  • Yes with exceptions

  • Travellers from low-risk countries will be tested for COVID-19 on arrival. Travellers who test negative will be monitored at their place of residence for the next 7 days.

  • Travellers from medium-risk countries will be tested for COVID-19 on arrival. The travellers who test negative will be monitored by health officials at their residence for the next 14 days. Optional to 14-day monitoring, a PCR test can be done on day 5. If the test is negative, there will be no further monitoring.

  • Travellers from high-risk countries will be tested for COVID-19 on arrival. If their test is negative, the travellers will be required to quarantine for 5 to 7 nights in either a government-operated quarantine facility or in a “Safe in Nature” certified property for at least five to seven days. Another PCR test will be conducted on day 5 of the isolation period. Travellers who test negative on day 5 will be deemed medically cleared. Symptomatic travellers will be placed in quarantine for three days at their place of residence, after which they will be monitored for the remainder of 14 days in their place of residence and submit to scheduled and unscheduled checks by medical professionals.

  • If the PCR test result is positive, travellers will be admitted to a COVID isolation unit until released by an authorized health professional.

  • Based on the above restrictions, all incoming travellers will be subjected to 5 days of quarantine in the best-case scenario and 14 days of quarantine in the worst-case scenario.

Entry form required?

  • Yes

  • Arriving passengers must submit the online health questionnaire available here at least 24 hours before arrival and must upload a negative COVID-19 PCR test result performed not more than 72 hours prior to arrival. A traveller's arrival will be approved by email from the Dominican Ministry of Health. Without this email, a traveller is not allowed to board the flight coming into Dominica.

Is a vaccination required?

  • No

  • A vaccination for COVID-19 is not required for entry into the country.

Insurance required?

  • No

  • Proof of insurance coverage for COVID-19 expenses is not required to enter the country.

Airline Restrictions

  • Minimal

  • Douglas Charles and Canefield Airports are open for commercial flight operations.

Border Restrictions

  • Minimal

  • Borders are open.

  • Borders and the Douglas Charles airport are now open for nationals and non-nationals arriving in Dominica

Curfew Restrictions

  • Minimal

  • There is a curfew Monday to Friday from 21:00 to 05:00. On the weekend, the curfew is from 19:00 to 05:00.

Social Distancing Restrictions

  • Moderate

  • Maintaining a distance of 6 feet from others is recommended.

Transportation

  • Minimal

  • Public transportation services are operating, including buses, metro trains, and cable cars. A face mask is required at all times on public transport.

  • There are private taxis and car rentals available at the Douglas Charles and Canefield Airports. Car rental should be arranged ahead of time.

Non-essential shops open?

  • Yes

  • All businesses are open.

Accommodations open?

  • Yes

  • Travellers arriving from CARICOM, low and medium risk countries are required to stay in “Safe in Nature” or COVID-19 certified accommodation. Travellers arriving from high-risk countries are allowed to stay only in “Safe in Nature” or Government-operated quarantine facilities.

  • Yes

  • Beaches and most tourism sites are open to the public.

  • Places of worship are open, however, gatherings are restricted to a maximum of 250 people.

Masks required in public?

  • Masks or face coverings must be worn in all public places and on public transport.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practice social distancing and maintain a 6-foot distance from other individuals and avoid crowded areas.
