COVID-19 Precautionary Measures in Curaçao (29 June Update)

Can a resident enter the country?

  • Yes

  • Citizens and permanent residents of the country can enter.

Can a foreigner enter the country?

  • Yes

  • Curacao has introduced a new country-classifications list to reflect the risk level of the respective countries. Countries are now classified as very low-risk, low-risk, high-risk and very high-risk and each category is assigned different entry rules. Travellers can find the status of their country here.

  • Travellers who arrive in Curacao by private vessel are considered to be arriving from high-risk countries and must comply with the rules and requirements that apply to a high-risk country.

Is transit allowed through the country?

  • Yes

  • Transit through Curaçao is only possible if transit passengers do not leave the aircraft or are transferred from one plane directly to the other.

Is a test required on arrival

  • No

  • Tests on arrival are currently not mandatory for entry to Curacao.

  • Unvaccinated travellers arriving from low-risk, high-risk countries, Aruba and Bonaire are required to undergo an antigen test on the 3rd day in Curacao.

  • All travellers arriving from a very high-risk country are required to undergo an antigen test at a local laboratory on the 3rd day in Curaçao. Exemptions and other details can be found here. The 3rd-day antigen test in Curaçao does not replace the inbound pre-arrival COVID-19 test requirement.

  • A health check takes place for all arriving passengers.

Is a test certificate allowed?

  • Yes

  • Test certificates issued outside of Curaçao are accepted. Please note only deep pharyngeal nose and throat swab PCR tests are accepted. Tests, such as gargle samples, saliva swabs and Rapid PCR tests, will not be accepted.

Test certificate required?

  • Yes, with exceptions

  • Travellers arriving from very low-risk countries are not required to present a negative COVID-19 PCR test certificate.

  • Unvaccinated travellers arriving from low-risk countries must present a negative COVID-19 PCR test certificate issued no more than 72 hours before departure, or a negative antigen test certificate issued within 24 hours before departure to Curacao. Vaccinated travellers are exempted from the pre-departure test requirement subject to providing documentary proof of having received the vaccine against COVID-19. PCR test results must be uploaded to http://dicardcuracao.com before departure.

  • Travellers arriving from high-risk countries must present a negative COVID-19 PCR test certificate issued no more than 72 hours before departure, or a negative antigen test certificate issued within 24 hours before departure to Curacao. PCR test results must be uploaded to http://dicardcuracao.com before departure.

  • Travellers, vaccinated or otherwise, from very high-risk countries must carry a negative PCR certificate issued no more than 72 hours before arrival. An antigen test certificate will not be accepted. The PCR test results must be uploaded to http://dicardcuracao.com before departure.

  • Fully vaccinated residents of Aruba and Bonaire are allowed to travel to Curacao islands by providing documentary proof of the vaccinations in lieu of a pre-departure COVID-19 PCR test certificate. Unvaccinated residents of Aruba and Bonaire must present a negative COVID-19 certificate issued 72 hours prior to arrival, or a negative antigen test certificate issued 24 hours before arrival.

  • Children 6 years of age or below who do not have any COVID-19 symptoms and whose parents have negative PCR test certificates are exempt from the test and passenger locator form requirement.

  • Travellers who were recently diagnosed with COVID-19 and whose test results still show a positive result will only be allowed to enter if they have a certificate for a negative result for an antigen test that is no older than 24 hours before departure for Curaçao. The recent PCR test result must also be provided or a letter from the local medical authorities indicating the period during which the traveller was infected and testifying that the traveller is no longer infected. These travellers will be exempt from taking the antigen test on the third day after arrival in Curaçao.

Is quarantine required on arrival?

  • No, with exceptions

  • The mandatory quarantine requirement for all travellers from high-risk countries has been removed.

  • Anyone who has been in contact with a person who tested positive for COVID-19 within 14 days before arrival will be placed in mandatory quarantine. More information can be found here.

  • Travellers who do not meet the required entry conditions are subject to quarantine on arrival at their own expense.

  • Based on the above restrictions, arriving travellers may be required to spend between 0 to a maximum of 14 days in quarantine.

Insurance required?

  • Yes

  • Travellers must be adequately insured for any additional costs for quarantine or medical care during their stay.

Entry form required?

  • Yes

  • All travellers must complete the Digital Immigration Card online before departure and the Passenger Locator Card (PLC) within 48 hours before departure. Travellers must have a printout of these documents as proof. Both of these forms can be found here.

  • Travellers must carry a printed copy of the Passenger Locator Card at all times.

Is vaccination required?

  • No

  • A vaccination for COVID-19 is not required to enter.

  • Vaccinated travellers from very-low and low risk countries are subject to relaxed entry requirements. Fully vaccinated residents of the Aruba, Bonaire and Curacao islands are allowed to travel without a COVID-19 PCR test. Residents must carry their vaccination booklet as proof.

Recommended Border App

  • Curaçao has introduced an app called “Dushi Stay App”, which provides all the latest COVID-19 guidelines within Curaçao. The app is available for Android and iOS.

Airline restrictions

  • Minimal

  • Most flight operations have resumed. Face masks are required at airports. A physical distance of at least 6-feet must be maintained.

Border restrictions

  • Moderate

  • No cruise passengers are currently admitted.

Curfew restrictions

  • Moderate

  • The overnight curfew has been lifted.

Social restrictions

  • Moderate

  • In public places groups of up to 25 people are allowed to gather.

  • Distancing measures are in place in all public spaces on the island. A 2-meter (6 feet) distance between individuals must be maintained at all times.

  • Work from home is recommended whenever possible.

Internal travel restrictions

  • Moderate

  • Face masks are required.

  • Public transportation is operating.

Non-essential shops open?

  • Yes

  • Retail businesses and non-essential businesses are allowed to operate

Accommodations open?

  • Yes

  • Hotels are open.

Restaurants open?

  • Yes

  • Restaurants are operational.

Bars and cafes open?

  • Yes

  • Food and beverage establishments without a restaurant license are allowed to operate including bars, snack bars and beach clubs. More information can be found here.

Beaches and tourist sites open?

  • Yes

  • Beaches are open. Groups of up to 25 people are allowed.

  • Gatherings, parties and BBQs on beaches are still not permitted.

Personal care services open?

  • Yes

  • Professions in which there is direct customer contact, such as hairdressers, barbershops, spas, etc., are currently open, provided the customers will be allowed to avail services with prior appointment. Safety protocols must be followed.

Places of worship open?

  • Yes

  • Places of worship are allowed to operate.

Events allowed?

  • Yes

Masks required in public?

  • Yes

  • Masks are mandatory in supermarkets, Toko, bakeries, pharmacies, shops, mini markets, hospitals, clinics, bookstores, hardware stores, funeral homes, barbers, and hair salons for people over 18 years of age. The use of masks in establishments not mentioned above is not mandatory but highly recommended.

  • If a 2-meter (6 feet) distance cannot be kept in establishments, visitors are asked to wear face masks.

Other

  • Casinos and movie theatres are allowed to operate for limited hours with safety protocols.

  • Gyms and Crossfit centres are open.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practise social distancing, maintain a 6-foot distance from other individuals and avoid crowded areas.
