COVID-19 Precautionary Measures in Montenegro (7 July Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter.

Can a foreigner enter the country?

  • Yes

  • All foreigners are allowed to enter the country.

Is transit allowed through the country?

  • Yes

  • Transit through Montenegro is allowed.

Is a test certificate accepted?

  • Yes

  • Test certificates obtained outside of Montenegro are accepted.

Is a test required on arrival?

  • No.

  • A COVID-19 test is not required upon arrival to the country.

Test certificate required?

  • Yes with exceptions

  • Montenegrin citizens entering Montenegro from Serbia, Kosovo, Bosnia and Herzegovina, Croatia, Albania, the Russian Federation, Belarus, Ukraine, the Republic of Northern Macedonia, the EU Member States and Israel, the Swiss Confederation, Moldova, Kingdom Norway and the Republic of Kazakhstan, the United States of America, Canada, as well as citizens of these countries and foreigners who have resided continuously in these countries for at least 15 days prior to entry into Montenegro, may enter Montenegro without having a COVID-19 test or proof of vaccination.

  • All travellers, except those arriving from Serbia, Kosovo, Bosnia and Herzegovina, Croatia, Albania, the Russian Federation, Belarus, Ukraine, the Republic of Northern Macedonia, the EU Member States and Israel, the Swiss Confederation, Moldova, Kingdom Norway and the Republic of Kazakhstan, the United States of America, Canada, can enter Montenegro through all border crossings as long as they meet any of the following conditions:

  • A negative COVID-19 PCR result, issued by a registered laboratory and not older than 72 hours;

  • A negative rapid antigen test, not older than 48 hours. The rapid test must be from the Joint List of Rapid Antigen Tests Mutually Recognized by the EU Member States, published by the European Commission;

  • A positive IgG antibody test, issued by a registered laboratory and not older than 30 days;

  • Proof of full vaccination with the prescribed number of doses of vaccine at least 14 days before entering Montenegro;

  • Proof of recovery from COVID-19 no later than 90 days before arrival.

  • Travellers under the age of 18 will be able to enter the country accompanied by their vaccinated family members.

  • Montenegrin citizens and foreigners with permanent or temporary residence in Montenegro, who do not have a negative COVID-19 PCR test certificate, a positive IgG antibody test, or proof of complete vaccination against COVID-19 can enter Montenegro, provided that they enter quarantine or self-isolate for 14 days on arrival.

  • Children under the age of 5 do not require a test.

  • Certain special categories of travellers from all countries can enter the country without any obligation.

Is quarantine required on arrival?

  • No, with exceptions

  • Montenegrin citizens and foreigners with permanent or temporary residence in Montenegro, who do not have a negative COVID-19 PCR test certificate, a positive IgG antibody test, or proof of complete vaccination against COVID-19, can enter Montenegro, provided that they enter quarantine or self-isolate for 14 days on arrival.

  • Certain special categories of travellers from all countries can enter the country without any obligation.

  • Based on the above restrictions, arriving travellers will either be exempted or required to spend up to a maximum of 14 days in quarantine.

  • Travellers with proof of the second dose of COVID-19 vaccine administered at least 14 days before arrival are not required to present a pre-arrival certificate for a COVID-19 test.

  • Proof of insurance coverage for COVID-19 expenses is not required to enter the country.

Airline restrictions

  • Most border crossings are open. A few limited border crossings may have limited hours.

  • Passengers and crew of passenger vessels entering Montenegro are allowed to enter the country with a negative PCR test not older than 72 hours at the time of embarkation.

Social restrictions

  • Public and private outdoor gatherings are allowed for up to 100 people. It is mandatory to maintain 2 meters distance in public places.

  • Restaurants are allowed to operate from 07:00 to midnight.

  • Seating is limited to four people per table in restaurants.

  • Bar cafes and other similar establishments are allowed to operate from 07:00 to midnight.

  • Beaches are open.

  • Museums are open.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practice social distancing and maintain a 6-foot distance other individuals and avoid crowded areas.
