COVID-19 Precautionary Measures in Cambodia (05 July Update)

*Can a resident enter the country? *

  • Yes

  • Citizens and residents are allowed to enter Cambodia.

*Can a foreigner enter the country? *

  • Yes with exceptions

  • Foreigners are allowed to enter.

  • The government of Cambodia has suspended visa exemptions and tourist visas (type T), including e-visas and visas on arrival. Any holders of foreign passports require a valid visa for entry into Cambodia. This visa can be obtained from any Cambodian diplomatic mission or embassy abroad.

  • People who have been to India within the past 21 days are not allowed to enter Cambodia.

*Is transit allowed through the country? *

  • No with exceptions

  • Transit through land borders is prohibited.

  • There are a few flights that are allowed to transit through Cambodia. However, passengers will not be allowed to disembark.

*Is a test required on arrival? *

  • Yes

  • Upon arrival in Cambodia, all passengers must undergo a thermal scan.

  • All foreigners arriving in Cambodia will be subject to a COVID-19 test on arrival and will need to remain at a hotel or government facility until the results are known.

  • Passengers will be accompanied to a designated holding centre for COVID-19 testing on arrival. Travellers will be required to wait up to 24 hours for their results before being allowed to enter the country.

*Is a test certificate allowed? *

  • Yes

  • Certificates issued outside Cambodia are accepted. The certificate must be issued by competent and licensed health authorities and must be in English or French.

*Test certificate required? *

  • Yes with exceptions

  • All foreign nationals are required to have a certificate in English or French for a negative COVID-19 test completed within 72 hours before departure. This certificate must be issued by competent and licensed health authorities from the country of origin.

  • Travellers with Cambodian passports are not required to have a certificate for a COVID-19 test.

  • Cambodians who are travelling with a foreign passport are required to have a certificate for a negative COVID-19 test issued within 72 hours of the time of departure.

*Is quarantine required on arrival? *

  • Yes

  • The Government of Cambodia has mandated a 14-day quarantine or self-isolation for all passengers, including Cambodian and foreign nationals entering the country.

  • Passengers will be accompanied to a designated holding centre for COVID-19 testing on arrival and will be required to wait up to 24 hours for their results before being permitted to enter the country. Travellers who obtain a negative result can enter self-isolation for 14 days at their respective homes under the supervision of the local authorities and health officials. Travellers will be allowed to exit quarantine or self-isolation subject to receiving a negative result performed on a COVID-19 test on the 13th day.

  • Workers returning from Thailand will be required to enter quarantine in a government-designated facility and will not be allowed to quarantine in their homes.

  • If one or more passengers on a flight test positive upon arrival, then all passengers of the same flight will be subjected to a 14-day quarantine at a designated location by the Inter-Ministerial Committee to combat COVID-19.

  • Travellers who test positive for COVID-19 Delta and Delta Plus variants on the arrival test, will be required to enter a 21-day quarantine at a government-designated facility.

  • All foreign passengers must deposit 2,000 USD (two thousand US dollars) (by cash or credit card) with a designated commercial bank at the point of entry. The payment for any services will be deducted from the deposit during the implementation of health insurance. Once deductions for services have been made, any remainder of the deposit will be returned.

  • Based on the above restrictions, the travellers will be required to spend a minimum of 14 days in quarantine.

Is a vaccination required?

  • No

  • A vaccination for COVID-19 is not required for entry into Cambodia.

*Insurance required? *

  • Yes

  • All foreign nationals must provide proof of Health Insurance Documents with a minimum medical coverage of 50,000 USD (fifty thousand US dollars). Foreign nationals can also purchase a health insurance package for 90 USD (ninety US dollars) from Forte Insurance Company. These requirements are not extended to holders of a Cambodian diplomatic visa (Visa A) and an official visa (Visa B).

Entry form required?

  • No

  • A dedicated entry form is not required to enter the country. However, foreign travellers must present their health insurance vouchers upon arrival.

Recommended Border App

  • There are no mandatory tracing apps.

Airline restrictions

  • Moderate

  • Masks are required in airports and on flights.

  • Commercial flights are operating to and from Cambodia.

  • The Cambodian government may impose additional airline restrictions without notice. Airline facilities could be suspended or reduced without notice.

Border restrictions

  • Significant

  • Cambodia has shut its borders with Thailand and Vietnam.

  • For visitors who entered Cambodia on or after 1 January 2020 using a tourist visa, their visa will be automatically extended without any overstay fines.

  • Visas other than tourist visas, such as EG visas, will not be extended. They can be renewed as per the normal procedures.

Curfew restrictions

  • Moderate

  • A curfew is in place in Siem Reap from 22:00 to 04:00 hours until 10 July 2021.

  • The authorities have imposed lockdown measures for certain areas designated as “Red Zones,” “Dark Yellow Zones,” or “Yellow Zones.” The different zones will have associated restrictions based on the risk level. For more details click here.

Social restrictions

  • Moderate

  • Social distancing is encouraged for everyone. There is a phased approach for restrictions based on the progression of COVID-19 cases. Restrictions can be imposed or lifted with little notice.

  • Visitors at markets must use hand sanitisers, complete temperature checking, and maintain physical distancing.

  • Social restrictions may vary in different zones depending on the situation.

Internal travel restrictions

  • Moderate

  • Travel to and from areas under lockdown are restricted.

  • Local authorities may impose certain travel restrictions based on the situations in their respective zones.

  • Shops are open in areas not under lockdown.

*Accommodations open? *

  • Yes

  • Hotels and other accommodations are allowed to open. However, services and recreation amenities could be limited. Travellers should contact hotels directly when booking as some remain closed.

*Restaurants open? *

  • Yes

  • Restaurants are open but may close with little notice depending on government announcements.

*Bars and cafes open? *

  • Yes

  • Bars are currently open but may close with short notice.

  • Cafeterias are allowed to open.

*Beaches and tourism sites open? *

  • Yes

  • Public beaches are open.

*Museums and heritage sites open? *

  • Yes

  • Museums in Cambodia are gradually reopening.

Personal care services open?

  • No

  • Spas, massage facilities, gyms/fitness centres are currently closed.

*Places of worship open? *

  • Yes

  • Churches have reopened with social distancing measures, including temperature testing before entering the churches, maintaining a physical distance, wearing face masks, and sanitizing hands frequently.

Events allowed?

  • Yes

*Masks required in public? *

  • Yes

  • It is mandatory to wear a face mask in public places. Individuals who do not adhere to rules concerning mask-wearing and social distancing are liable to be fined.

  • Schools are gradually reopening. Educational institutions with valid licenses will be eligible to reopen.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practise social distancing, maintain a 6-foot distance from other individuals and avoid crowded areas.
