COVID-19 Precautionary Measures in Azerbaijan (24 July Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter Azerbaijan.

  • Azerbaijani citizens who have visited countries affected by an outbreak of coronavirus in the last 14 days must also submit a medical certificate for a COVID-19 test to obtain permission to enter.

Can a foreigner enter the country?

  • No with exceptions

  • Restrictions on travelling to and from Azerbaijan by air or land are in force until 1 September.

  • Citizens of Russia, Turkey, the United States, Bahrain, the UAE, Great Britain, Israel, Hungary and Qatar are allowed to travel to Azerbaijan by air subject to meeting entry requirements. Is a test required on arrival?

  • No

  • All arriving travellers are screened for symptoms. Anyone who displays symptoms of COVID-19 will be directed to the medical station at the airport. They may be taken to a quarantine facility or to a hospital. Some travellers might be selected for testing at the airport.

Test certificate required?

  • Yes

  • Citizens and residents of Russia, Turkey, the United States, Bahrain, the UAE, Great Britain, Israel, Hungary and Qatar are allowed to travel to Azerbaijan by air under the following conditions:

  • Submission of an official document issued by the relevant country (COVID passport) on complete vaccination or recovery from COVID-19 for passengers over 18 years of age and a negative PCR test taken within 72 hours before the flight;

  • Submission of a negative PCR test taken within 72 hours before the flight for passengers aged from 1 to 18 years

  • Citizens of other countries who fall under the category of persons permitted to enter Azerbaijan must have a printed medical certificate with a negative COVID-19 PCR test result issued at most 72 hours before departure to Azerbaijan. PCR test results are not required for children under 1 year of age.

  • COVID-passport or immune certificates must have electronic verification attributes (Ex: QR code). Passengers presenting certificates of negative PCR test results for COVID-19 without QR code embedded are expected to undergo a more thorough check.

Is quarantine required on arrival?

  • No

  • The quarantine requirement was abolished on June 2, 2021, per the announcement by the Cabinet of Ministers.

  • Based on the above restrictions, travellers will not be required to enter quarantine on arrival.

Vaccination Required

  • Yes with exceptions

  • Citizens and residents (aged 18 and above) of Russia, Turkey, the United States, Bahrain, the UAE, Great Britain, Israel, Hungary and Qatar are allowed to travel to Azerbaijan by air subject to submitting an official vaccine certificate on completion of a full course of vaccination OR presenting documentary proof of recovery from COVID-19 along with a pre-departure negative COVID-19 test certificate.

Airline restrictions

  • Significant

  • Restrictions on travelling to and from Azerbaijan by air or land are in force until 1 September, except for cargo and charter flights. The details can be found in this link.

  • Domestic flights are operating.

  • Passengers must reach the airport at least four hours before departure and must follow the rules, procedures, restrictions, and instructions applicable at the airport.

  • The requirement for passengers departing from Azerbaijan to undergo PCR testing for COVID-19 will be regulated by the carrier in accordance with the rules established at the point of destination.

Border restrictions

  • Significant

  • Restrictions on travelling to and from Azerbaijan by air or land are in force until 1 September, except for cargo and charter flights. The details regarding border restrictions can be found in this link.

  • Azerbaijan’s land borders with all neighbouring countries remain closed.

Curfew restrictions

  • Minimal

  • There is no curfew in place at this time. However, the country has extended the enforcement of current COVID-19 related domestic restrictions until 1 September.

Social restrictions

  • Gatherings of more than five persons are prohibited.

  • Violation of social distancing rules may lead to fines.

Internal travel restrictions

  • Minimal

  • Inter-city and inter-regional travel is permitted. However, public transportation will remain suspended on weekends until 30 August.

  • Most businesses and services are open for limited hours.

Accommodations open?

  • Yes

  • Hotels are open.

Restaurants open?

  • Yes

  • Restaurants are allowed to open but may have limited operating hours.

Bars and cafes open?

  • Yes

  • Cafes are allowed to open but may have limited operating hours.

Beaches and tourism sites open?

  • Yes

  • Beaches are open.

  • Public catering facilities at beaches are open.

Museums and heritage sites open?

  • Yes

  • Exhibition halls and museums are allowed to open.

Personal care services open?

  • Yes with limitations

  • Barbershops, cosmetic services, and beauty salons are allowed to open.

Events allowed?

  • No with exceptions

  • All mass events throughout the country have been suspended. Cinemas, theatres, entertainment centres in the country have stopped functioning.

  • Special events like weddings may be permitted with capacity limits. Entry to such events will be limited to fully vaccinated guests.

  • Outdoor sports competitions without spectators are allowed.

Masks required in public?

  • Yes

  • Wearing a face mask is mandatory in indoor public places. Violation may lead to a fine. The wearing of masks outdoors is not mandatory.

Other

  • Access to parks and recreation areas is permitted.

  • Some public places such as gyms and places of worship are only accessible for those able to demonstrate they have had their vaccinations registered with the local medical authorities.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practise social distancing, maintain a 6-foot distance from other individuals and avoid crowded areas.
