COVID-19 Precautionary Measures in Guam (23 July Update)

*Can a resident enter the country? *

  • Yes

  • Citizens and residents are allowed to enter.

*Can a foreigner enter the country? *

  • Yes

  • Foreigners are allowed to enter.

*Is transit allowed through the country? *

  • Yes

  • Transit through Guam is allowed. However, passengers will be restricted to a designated location at the airport until the time of departure, and the layover must not exceed 13 hours.

*Is a test required on arrival? *

  • No

  • There are no mandatory testing requirements upon arrival.

  • Individuals must adhere to symptom monitoring by DPHSS. Travellers must report any signs or symptoms of COVID-19 to DPHSS monitoring staff, and immediately stop working and isolate if they become symptomatic. For more details click here

*Is a test certificate required? *

  • Yes

  • Passengers must have a certificate for a negative COVID-19 PCR test issued within 72 hours before departure from the place of embarkation or documentation of recovery from COVID-19.

*Is quarantine required on arrival? *

  • Yes with exceptions.

  • All travellers arriving via air or sea are subject to mandatory 10-day quarantine at government-designated locations regardless of their COVID-19 test results.

  • Travellers are required to take a COVID-19 molecular or antigen test on the 5th or 6th day of quarantine. Individuals with a negative test result will be released after the completion of 7 days of quarantine but must continue to monitor their symptoms as recommended by DPHSS. Those with a positive result will be subject to isolation measures established by health authorities.

  • Any individual who declines to receive a COVID-19 test while in the quarantine facilities during the ten days of quarantine period shall complete the full 10-day quarantine in the government-designated quarantine facilities. Upon completion of day ten, the individual will be released from quarantine and will continue to self-monitor for symptoms of COVID-19, as recommended by DPHSS.

  • The following travellers are eligible to be exempt from quarantine on arrival:

  • Travellers who are fully vaccinated with a US FDA, Emergency Use Authorization vaccine, or with a World Health Organization (WHO) Emergency Use Listing (EUL) COVID-19 vaccine;

  • Individuals presenting immediate proof of vaccination and also providing photo ID, COVID-19 vaccination record, and a secondary form of COVID-19 vaccine verification;

  • Passengers who present a negative COVID-19 PCR test certificate for a test performed within 72 hours prior to arrival;

  • Individuals who have been infected with and have recovered from COVID-19 within the 3 months preceding arrival in Guam and who show no symptoms of COVID-19 infection;

  • A person arriving from a country with no active COVID-19 cases in the last 28 days are exempted from quarantine measures. More details can be found here

  • Travellers must sign a voluntary quarantine acknowledgment form accepting the quarantine requirements. Travellers choosing not to sign the form may be issued a directive for temporary quarantine.

  • Violation of quarantine measures may lead to a fine, imprisonment, or both.

  • Based on the above restrictions travellers will be required to spend between 0 days to 10 days in a quarantine centre.

Is a vaccination required?

  • No

  • Vaccination is not required to enter Guam.

  • All passengers arriving in Guam must complete a health declaration form and voluntary quarantine acknowledgment.

  • Retail stores, approved by the Department of Public Health and Social Services (DPHSS), are allowed to open with limited capacity. Cigars, tobacco shops, and vape shops are also allowed to open at a limited capacity.

  • Events, such as anniversaries, birthdays, weddings, and graduations, held at any public venue are limited to no more than 25 individuals.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practice social distancing and maintain a 6-foot distance other individuals and avoid crowded areas.
