COVID-19 Precautionary Measures in Singapore (22 July Update)

Can a resident enter the country?

  • Yes

  • Citizens and permanent residents of Singapore are allowed to enter. Permanent residents must present a valid re-entry permit during check-in to enter Singapore.

  • Singapore Citizens (SCs) and Permanent Residents (PRs) can use the Online Travel Measures Checker for measures applicable to them for entry to Singapore.

Can a foreigner enter the country?

  • No with exceptions

  • All short-term travellers may enter Singapore via one of the Safe Travel Lanes.

  • Short-term travellers holding an Air Travel Pass (ATP), with travel history to Australia within the last 21 days before departure, will not be allowed to enter Singapore.

  • Long Term Pass Holders and immediate relatives of Singapore Citizens/PRs need to apply for entry approval to enter Singapore. Currently, travellers with travel history to all countries/regions except Bangladesh, India, Nepal, Pakistan and Sri Lanka are allowed to enter through the Safe Travel Lanes.

  • Short-term social visits by foreigners are currently only allowed for countries/regions with a low risk of COVID-19 importation. This list is regularly updated and can be accessed here.

  • Short-term business visits are only allowed from a select list of low-risk countries. Details and the list of permitted countries can be accessed here.

  • Travellers from all countries/regions may enter Singapore on a short-term basis to attend to a family crisis. e.g. death or critical illness of family members in Singapore. Only a maximum of two visitors per case is allowed.

  • All long-term pass holders and short-term visitors with recent travel history (including transit) to Myanmar within the 21 days prior to planned travel to Singapore will be prohibited from entering or transiting through Singapore. This will also apply to all those who had obtained prior approval for entry into Singapore. There is also a restriction on entry approvals for non-Singapore citizens/ Permanent Residents arriving from or transiting through Indonesia, including those recording a travel history in Indonesia in the 21 days prior to travel to Singapore.

  • New entry approvals have been reduced or halted until further notice for all long-term pass holders and visitors with travel history to higher-risk countries/regions. Travellers who have obtained prior approval to enter Singapore under Connect@Singapore will have their approval letters rescinded and not be allowed to enter Singapore.

Is transit allowed through the country?

  • Yes with exceptions

  • Only passengers travelling with an airline whose transfer route via Singapore has been approved by the Civil Aviation Authority of Singapore (CAAS) will be allowed to transit/transfer at Singapore’s Changi Airport. Travellers are advised to confirm arrangements with the airlines before purchasing their flight tickets.

  • Foreign travellers transiting through Singapore will not require entry visas if they can complete their transit by staying within the transit area of Changi Airport without clearing immigration.

  • Some airlines may require travellers to pass through Singapore Immigration during transit. In such cases, the traveller should check the ICA main website here on the requirements for an entry visa.

  • All travellers with a travel history to Indonesia in the 21 days prior travel, will not be allowed to transit through Singapore.

Is a test required on arrival?

  • Yes with exceptions

  • All travellers, including Singapore citizens and permanent residents, will need to take a COVID-19 PCR test upon arrival.

  • Singapore Citizens (SCs) and Permanent Residents (PRs) can use the Online Travel Measures Checker for measures applicable to them for entry to Singapore.

  • All travellers arriving in CHANGI AIRPORT from very high-risk countries (Bangladesh, India, Indonesia, Myanmar, Nepal and Sri Lanka) will have to undergo an additional Antigen Rapid Test (ART) following the PCR test. Travellers entering the country through the land border will also have to undergo a Rapid Antigen Test (ART).

  • All travellers departing from or who have been in Mainland China in the 21 days prior to travel to Singapore will continue to be subject to a COVID-19 PCR test upon arrival at the airport, in lieu of their SHN.

  • Travellers with a BTP (Business Travel Pass) will undergo a COVID-19 PCR test instead of SHN and are required to isolate in a single location until the result is negative. BTP travellers are also required to undergo the COVID-19 PCR test on Day 3, Day 7, and Day 14 of their entry to Singapore. In addition, travellers are required to use TraceTogether App and avoid public transport for 14 days after arrival.

  • Travellers serving SHN/quarantine in dedicated government-designated facilities will need to undergo self-administered ART tests on Days 3, 7 and 11 of their arrival. Travellers are advised to register and pre-pay for their on-arrival COVID-19 PCR test prior to departing for Singapore at safetravel.changiairport.com.

  • To expedite the COVID-19 PCR test at the checkpoints, travellers are strongly encouraged to register and pre-pay for their on-arrival COVID-19 PCR test prior to departing for Singapore at this link (for those arriving at Changi Airport). Is a test certificate allowed?

  • Yes

  • A test certificate in English issued by a government-recognized or internationally accredited lab outside Singapore is accepted. Self-administered PCR tests will not be accepted for entry or transit through Singapore.

Test certificate required?

  • Singapore Citizens (SCs) and Permanent Residents (PRs) can use the Online Travel Measures Checker for pre-departure testing measures applicable to them for entry.

  • Travellers entering or transiting through Singapore, including Singapore citizens and permanent residents, are required to take a pre-departure COVID-19 Polymerase Chain Reaction (PCR) test within 72 hours before the scheduled departure date of their flight.

  • Travellers entering Singapore with travel history to Indonesia within the last 21 days prior to departure for Singapore will be required to present a valid negative COVID-19 PCR test taken within 48 hours before the date of departure for Singapore.

  • The requirement for a pre-departure COVID-19 test does not apply to children aged 2 years and below (i.e. born in or after 2019), as well as travellers who have remained in the following places in the past 21 days: Australia; Brunei; Mainland China; Hong Kong SAR, China (excluding Air Travel Bubble passengers); Macao SAR, China; and New Zealand.

  • For passengers who are taking a connecting flight to Singapore, the 72 hours will be counted from the scheduled departure of their flight from the first embarkation point of their journey.

Insurance required?

  • Yes with exceptions

  • Visitors applying to enter Singapore under the Air Travel Pass and Reciprocal Green Lanes are required to have travel insurance for their COVID-19-related medical treatment and hospitalization costs in Singapore, with a minimum coverage of USD 30,000.

Is quarantine required on arrival?

  • Yes with exceptions

  • Singapore Citizens (SCs) and Permanent Residents (PRs) can use the Online Travel Measures Checker to check the quarantine measures applicable to them on arrival in Singapore. Travellers may be required to serve a 7 to 21-day Stay Home Notice (SHN) with a mandatory COVID-19 PCR test at the end of the SHN.

  • All travellers with recent travel history to higher risk countries/regions in the past 21 days prior to arrival in Singapore (currently all countries/regions except Australia, Brunei Darussalam, Mainland China, New Zealand, Hong Kong and Macao) will be required to serve a 14-day quarantine at dedicated state facilities. Travellers will undergo COVID-19 PCR tests on arrival and on Day 14 and will be allowed to exit quarantine subject to obtaining a negative result on the Day 14 test. The list of high-risk countries is regularly updated and can be found at the Singapore Government Website.

  • Travellers with recent travel history to low-risk countries/regions will serve a 7-day SHN at their place of residence. These low-risk countries/regions include Australia, Macao SAR and Hong Kong SAR (excluding Air Travel Bubble passengers). The COVID-19 test will be administered before the end of the 7-day SHN.

  • Travellers who have stayed in Taiwan and Israel in the 21 days prior to their arrival in Singapore will be allowed to apply to opt-out of quarantine at government-designated SHN facilities before arrival and instead serve their 14-day quarantine (SHN) at their place of residence if they fulfil the following criteria:

  • Travelled to no other country/region other than Taiwan, Israel, Australia, Brunei Darussalam, Hong Kong, Macao, Mainland China, and New Zealand in the last consecutive 21 days immediately prior to entry into Singapore; AND

  • Are occupying their place of residence (i.e. residential address) alone, or only with household members who are also serving SHN/quarantine with the same travel history and duration of SHN/quarantine.

  • Travellers who have been in Brunei, Mainland China, and New Zealand in the 21 days prior to travel to Singapore must self-isolate until a COVID-19 negative result on the arrival test is obtained.

  • All travellers aged three and above serving SHN/quarantine in dedicated government-designated facilities will need to undergo self-administered ART tests on Days 3, 7 and 11 of their arrival. Travellers will collect their ART self-test kits from the facilities after arrival in Singapore.

  • All travellers entering Singapore with travel history to Indonesia within the last 21 days prior to departure for Singapore are subjected to comply with the 14-day Stay-Home Notice (SHN) at dedicated SHN facilities.

  • Singapore Citizens (SCs), permanent residents (PRs) and long-term pass holders entering Singapore with travel history to Australia, within the last 21 days before departure for Singapore, will be subject to a 7-day SHN at their place of residence, and a COVID-19 PCR test before the end of the SHN period.

  • Travellers seeking to serve their quarantine at home can apply here. The application must be submitted at least 3 days before arrival. Those under home quarantine must wear an Electronic Monitoring Device for the entire duration of the quarantine.

  • Based on the above restrictions, most arriving travellers will be required to spend between a minimum of 7 and a maximum of 21 days in quarantine, unless specifically exempted from the same.

Is a vaccination required?

  • No, with exceptions

  • A vaccination for COVID-19 is not required for entry into the country.

Entry Form required?

  • Yes

  • All travellers must submit a pre-trip health and travel history declaration three days before arrival in Singapore.

  • Short-term travellers for business or official travel may apply through Appointed Facility operators to sponsor/apply for a Safe Travel Pass under the Connect@Singapore initiative on behalf of a prospective traveller. This may be done at least 14 days before the intended week of entry. Singapore citizens, permanent residents, and long-term pass holders are not required to apply for an Air Travel Pass.

  • NOTE: New entry approvals have been reduced or halted until further notice for travellers with travel history to higher-risk countries/regions (i.e. all countries/regions, except Australia, Brunei, Hong Kong, Macao, Mainland China and New Zealand). Travellers who have obtained prior approval to enter Singapore under Connect@Singapore will have their approval letters rescinded and not be allowed to enter Singapore.

  • Eligible travellers not covered by the Air Travel Pass arrangement should submit applications for entry approval through an Appointed Facility operator at least two weeks before travelling to Singapore. Once the application is approved, the applicant will be issued a SafeTravel Pass via email.

  • Overseas-based Singapore Citizens (SC) / Permanent Residents (PR) can return to Singapore without the need for any Entry Approvals.

  • To expedite the COVID-19 PCR test at the airport, travellers are strongly encouraged to register and pre-pay for their on-arrival COVID-19 PCR test prior to departing for Singapore at https://safetravel.changiairport.com.

  • Visits to shops, services, or other locations should be recorded through the “Safe Entry” phone app or by signing in at the entrance. The app can be found here.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practise social distancing, maintain a 6-foot distance from other individuals and avoid crowded areas.
