COVID-19 Precautionary Measures in Morocco (21 July Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter the country.

Can a foreigner enter the country?

  • Yes

  • Morocco has reopened its airports and ports to international passengers, both for its own citizens and foreign nationals from List A and List B countries. All travellers will be admitted into Morocco if they have been vaccinated against COVID-19 or have a negative PCR test result.

Is transit allowed through the country?

  • Yes

  • Transit through Morocco is allowed.

  • Travellers from a List B country and recording a travel history in a List A country in the 10 days prior to arrival in Morocco are required to enter quarantine on arrival.

Is a test required on arrival?

  • No with exceptions

  • Health screening procedures are in place at airports and other ports of entry.

Is a test certificate accepted?

  • Yes

  • A negative PCR test certificate issued in another country is accepted if it is issued in English, French, or Arabic.

List A

  • Travellers from countries on List A must present a vaccination pass or a vaccination certificate to enter Morocco. Persons who could not be vaccinated or are not fully vaccinated must have a negative PCR test certificate issued within 72 hours prior to departure. Children under 11 years old are exempt from the requirement.

List B

-Travellers from List B countries must present a negative COVID-19 PCR test certificate issued within 48 hours before the date of departure.

Is quarantine required on arrival?

  • Yes with exceptions

  • Vaccinated travellers or holders of a certificate attesting that the person from a country on List B is vaccinated with one of the vaccines accepted in Morocco are exempt from quarantine subject to presenting the pre-departure negative COVID-19 test certificate.

  • Unvaccinated or partially vaccinated persons coming from a country on List B will observe a controlled quarantine of 10 days. They must present a declaration of honor completed and signed for confinement of 10 days in addition to a voucher confirming this confinement in the hotels designated by the Moroccan authorities. Travellers will have a PCR test on the 9th day of quarantine.

  • Moroccan citizens and members of their families and foreign residents in Morocco who are not vaccinated or are partially vaccinated must self-isolate at home for 5 days on arrival with a screening test (rapid antigenic or PCR) on the 5th day. Children under the age of 11 are exempt from PCR testing.

  • For transit, arrivals from a country on List B will need to go through a 10-day quarantine upon arrival. Arrivals from a List B country who have travel history in a List A country in the last 10 days are not required to enter quarantine.

  • Based on the above restrictions, arriving travellers will either be exempt from quarantine or will be required to enter quarantine for up to 10 days.

Entry form required?

  • Yes

  • Travellers who are allowed to enter the country must complete an online passenger health form at www.onda.ma prior to departure for Morocco. Passengers will need a printed and signed copy to present to officials upon their arrival in Morocco.

  • Unvaccinated or incompletely vaccinated persons coming from a country on List B will be required to complete and sign a declaration on the honor for confinement of 10 days in addition to a voucher confirming this confinement in hotels previously designated by the Moroccan authorities.

  • All arriving passengers will be required to download the tracking app “Wiqaytna”.

Is vaccination required?

  • No

  • A vaccination for COVID-19 is not required for entry into the country.

  • The vaccines authorized in Morocco include AstraZeneca, Sinopharm, Sputnik, Pfizer/BioNTech, Janssen, Covishield, Moderna, Sinovac. This information can be verified at this website.

Insurance required?

  • No

  • Proof of insurance coverage for COVID-19 expenses is not required to enter the country.

Airline restrictions

  • Minimal

  • Commercial flight services have resumed.

  • Domestic flights are operating.

  • Cargo flights, humanitarian flights, ferry flights, and repatriation flights are operating.

Border restrictions

  • Moderate

  • The border with Ceuta and Melilla is closed.

  • People arriving by private boats must enter the country through a recognized port of entry. Entry through all other ports will be considered illegal.

Curfew restrictions

  • Significant

  • The state of the health emergency has been extended until at least 10 August 2021. This entails the extension of curfew measures, enforcement of travel bans, and movement restrictions.

  • Authorities have imposed an overnight curfew from 23:00 to 04:30 (local time). Those who are vaccinated and have a digital vaccine passport issued by the Moroccan government are allowed to move freely during curfew hours. Those not vaccinated but enrolled in the government’s digital vaccination passport program must have written permission from the Moroccan authorities for movements during curfew hours and to travel between cities/regions.

  • All businesses, including restaurants, stores, supermarkets, must close by 23:00 (local time).

Social restrictions

  • Moderate

  • People are expected to maintain social distancing protocols.

  • In most regions, gatherings are limited to 20 people.

Internal travel restrictions

  • Moderate

  • Masks are required.

  • Public transport, including train and bus services, is operational.

  • To travel between cities on public transportation, travellers may need to obtain authorization from the local authorities.

Non-essential shops open?

  • Yes

  • Non-essential shops are open, including industries, handicrafts, small trade stores and shops, local activities and commerce, and weekly souks. However, all businesses are allowed to operate with reduced capacity, and they must comply with social distancing guidelines.

Accommodations open?

  • Yes

  • Hotels are allowed to operate at full capacity. A reservation is mandatory for stays in hotels, resorts, riads, and all classified accommodation.

Restaurants open?

  • Yes

  • Restaurants are open.

Bars and cafes open?

  • Yes

  • Cafes are allowed to reopen with limited capacity.

Beaches and tourism sites open?

  • Yes

  • Beaches are open.

Museums and heritage sites open?

  • Yes

  • Cultural centres, libraries, museums, and historical sites are allowed to reopen with capacity limits.

  • Gyms, hammams, hairdressing, and salons have resumed operations with capacity limits.

  • Large gatherings at public events, including weddings, remain prohibited.

  • Wearing a mask is required in public places. Violation of this measure could lead to fines or imprisonment of up to three months.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practise social distancing, maintain a 6-foot distance from other individuals and avoid crowded areas.
