COVID-19 Precautionary Measures in Indonesia (20 July Update)

*Can a resident enter the country? *

  • Yes

  • Citizens and residents are allowed to enter.

  • Children who have dual citizenship registered in the Indonesian immigration system as citizens of Indonesia are allowed to enter.

  • Indonesian citizens arriving from India are allowed to enter subject to meeting strict entry requirements.

*Can a foreigner enter the country? *

  • No with exceptions

  • All international borders are closed to most foreigners until further notice.

  • The following foreigners are exempted from the current entry restrictions and are allowed to enter Indonesia:

  • Passengers with a Temporary Stay Permit (ITAS) or Permanent Stay Permit (ITAP);

  • Travellers with diplomatic and service stay permits.

  • Travellers with special permits (Reciprocal green lane/ TCA or special consideration and permission in writing from the Ministry/ Institution). For more details click here

  • Applications must be submitted by a sponsor online and approved by the Directorate-General of Immigration of the Republic of Indonesia. The online application is available at this link.

  • Foreigners with a travel history to India within the 14 days prior to planned travel to Indonesia are barred from entering the country.

*Is transit allowed through the country? *

  • No

  • Transiting through Indonesia is not allowed at this time.

*Is a test required on arrival? *

  • Yes

  • Travellers are required to undergo a COVID-19 test on arrival and take a PCR test on the 7th day during the mandatory 8-day isolation period.

  • All travellers arriving at any border will be subject to a health examination.

*Is a test certificate accepted? *

  • Yes

  • A test certificate in English issued outside of Indonesia is accepted.

*Test certificate required? *

  • Yes

  • All travellers entering the country must have a negative PCR test certificate issued by the country of origin within a maximum of 72 hours before departure.

  • All travellers are also required to show complete COVID-19 vaccination records (in physical/digital form) upon arrival to the country. This requirement is exempted for foreign nationals who are holders of diplomatic and service visa and are part of a foreign official/state visit on ministerial level and higher rank and foreign nationals entering Indonesia under the Travel Corridor Arrangement (TCA) scheme (Indonesia with the nationals of UAE, South Korea, PRC, Qatar and Singapore), by upholding principles of reciprocity and implementing strict health protocols.   • Children under 12 years of age, when accompanied by their parents, are exempted from this requirement.

  • International travellers who cannot be vaccinated due to medical conditions are exempted from showing proof of vaccination against COVID-19 only with a doctor’s note or supporting documentation.

*Is quarantine required on arrival? *

  • Yes

  • Travellers are required to enter a mandatory 8-day quarantine at government-designated facilities at their own expense regardless of vaccination status. A PCR test will be administered on the 7th day of the quarantine period to confirm a negative COVID-19 result. Travellers with negative test results can continue their journey. Travellers who test positive will be referred to designated Indonesian hospital/health facility conducted by the Indonesian Government at their own expense.

  • Heads of foreign missions and their families are permitted to complete quarantine at their respective residence in Indonesia. Other foreign diplomats can self-quarantine at hotels appointed by the Indonesian Government at their own expense.

  • After eight days of mandatory quarantine and tested negative, all international travellers are recommended to undertake self-quarantine at their respective residence for the next 14 days.

  • Based on the above restrictions, travellers will be required to enter quarantine for a minimum of 8 days.

  • Travellers entering Indonesia and or flying domestic flights within Indonesia are required to fill a Health Alert Card from the Indonesian Ministry of Health by installing E-HAC app which is available on Android Devices and Apple Devices.

  • Passengers are advised to install the official PeduliLindungi app by the Indonesian government.

Insurance Required

  • No

  • Proof of insurance coverage for COVID-19 expenses is not required to enter the country.

Is Vaccination Required?

  • Yes.

  • As of 6 July, it is mandatory for all exempted international travellers to show complete COVID-19 vaccination records upon arrival to the country.

  • To be considered “fully vaccinated”, the following vaccines must have been administered:

  • Pfizer, Moderna, Sinovac, AstraZeneca, or Sinopharm (two doses);

  • Johnson & Johnson (single dose)

Airline restrictions

  • Minimal

  • Kualanamu International Airport (KNIA) is open.

  • Travellers can also enter the country via Jakarta (Soekarno Hatta International Airport), East Java (Juanda International Airport), North Sulawesi (Samratulangi International Airport) and West Nusa Tenggara (Zainuddin Abdul Madjid Lombok International Airport).

  • International and domestic flights are operating.

  • Indonesian citizens recording a travel history to India within 14 (fourteen) days prior to arrival, can only enter Indonesian territory through the “Immigration Checkpoints” at Soekarno-Hatta International Airport - Jakarta, Tangerang (CGK), Juanda International Airport - Surabaya (SUB), Kualanamu International Airport - Medan (KNO), and Sam Ratulangi International Airport - Manado (MDC).

Border restrictions

  • Moderate

  • All international borders of Indonesia are closed to most foreigners until further notice.

  • Visa-free and visa-on-arrival entry for all foreign travellers remains suspended. The government has not indicated a timeline for when international visitors will be able to enter the country.

  • Issuance of visas for Indian citizens has been temporarily suspended.

Curfew restrictions

  • Moderate

  • Currently, no nationwide curfew or lockdown is in place. Each province, city, or regency may impose restrictions on short notice, to limit large-scale gatherings and non-essential movements.

Social restrictions

  • Minimal

  • Physical distance of 1.5 meters between two people must be maintained.

  • Any assembly of more than five people is prohibited.

  • In red zones it is prohibited to gather more than 3 people in public places.

  • Offices in the red zone are allowed to operate with 25% employees and outside the red zone with 50% employees. Also, learning and teaching activities will be carried out online. Construction activities are allowed with strict health protocols.

  • Anyone violating the social distancing protocols may be fined.

Internal travel restrictions

  • Moderate

  • Effective on July 3, 2021, all domestic travelers must follow the following protocols:

  • Domestic Travelers From and To Java and Bali Islands

  • All long-distance travelers to and from Java and Bali using all modes of transport must show the vaccination card report (the first dose is acceptable) and a certificate of negative RT-PCR test or rapid antigen test.

  • Travellers using air transportation who fly between airports on the island of Java and Bali, including flights from or to Java and Bali, are required to present vaccination record (the first dose is acceptable) and negative RT-PCR test, which was obtained within 48 hours and complete the e-HAC Electronic Health Alert Certificate before travel.

  • Domestic Travellers Outside Java-to-and-from-Bali Corridor

  • All domestic travellers must present a COVID-19 vaccination record (the first dose is acceptable) and a negative RT-PCR test obtained within 48 hours before departure or negative rapid antigen test 24 hours before departure. All travellers also required to complete the e-HAC (Electronic Health Alert Certificate) prior to travel.

  • Travellers (Drivers and Assistant Drivers) with Land Transportation Using Goods and Logistics Vehicles

  • All domestic travellers are required to present a negative RT-PCR test obtained within 48 hours before departure or a negative rapid antigen test 24 hours before departure

  • Routine travellers using land transport within urban agglomeration areas are not required to present vaccination cards and RT-PCR or rapid antigen test results.

  • All domestic travellers who choose to travel by air and sea must complete the e-HAC Electronic Health Alert Certificate before travel. However, all domestic travelers who choose to travel by land are encouraged to complete the e-HAC Electronic Health Alert Certificate before travel

  • All travellers who are not vaccinated due to health conditions proven by a medical memo must present a negative RT-PCR test obtained within 48 hours before departure or a negative rapid antigen test 24 hours before departure.

  • Travellers with a negative RT-PCR/rapid antigen result but who exhibit mild symptoms of COVID-19 will not be allowed to continue the trip.

*Non-essential shops open? *

  • Yes

  • Shops are allowed to operate with limits on the number of visitors permitted at a time and adherence to strict health protocols and social distancing measures.

  • Malls and market places are allowed to open until 20:00.

*Accommodations open? *

  • Yes

  • Hotels and other rental options are open with social distancing measures enforced.

*Restaurants open? *

  • Yes

  • Restaurants are operating with 25% capacity and with social distancing measures.

*Bars and cafes open? *

  • Yes

  • Bars and cafes are open with social distancing measures in place and are operating with 25% capacity.

*Beaches and tourism sites open? *

  • Yes with exceptions

  • Some beaches are open.

  • Some tourist sites in Jakarta and Bali have reopened.

  • Tourism sites, parks and public places in red zones are temporarily closed.

  • Places of worship are allowed to open with limited attendees.

  • The use of face covers or masks is compulsory in all public places across the country.

Other

  • Essential sectors, such as construction and logistics, are allowed to operate with safety protocols.

  • Movie theatres in some regions are allowed to open with limits of operating hours and occupancy.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practice social distancing, maintain a 6-foot distance other individuals and avoid crowded areas. Check with your airline, booking agent, or country's embassy for information on your specific travel plans.
