COVID-19 Precautionary Measures in Romania (20 July Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter.

Can a foreigner enter the country?

  • Yes with exceptions

  • Foreigners are allowed to enter Romania but entry rules for Romania depend on its national classification of risk areas. Travellers may also consult the European Commission’s webpage Re-open EU for more information regarding travel restrictions throughout Europe.

Is transit allowed through the country?

  • Yes

  • Travellers can transit through the country.

  • All persons transiting through Sibiu International Airport may be subject to verification for detection COVID-19 virus and may have a rapid antigen test free of charge.

Test on arrival required

  • No

  • There is no mandatory test on arrival.

Test certificate required?

  • Yes

  • Romania has categorized its risk level into “Green”, “Yellow” and “Red” areas of risk. The details regarding the national classification of risk areas can be found in this link

  • Travellers arriving from countries classified as “Green” can enter Romania without being subject to any test requirement.

  • Travellers arriving from countries classified as “Yellow”, who do not provide a pre-departure negative PCR test taken within 72 hours prior to arrival, are subject to a 14-day quarantine.

  • Children aged 3 years and under (4 years and under for an EU Member State or Schengen Associated country) are exempted from the PCR test requirement.

Is quarantine required on arrival?

  • Yes with exceptions

  • Travellers arriving from countries classified as “green” can enter Romania without being subject to any isolation

  • Travellers arriving from countries classified as “yellow”, who do not provide a pre-departure negative PCR test performed within 72 hours prior to arrival, are subject to a 14-day quarantine.

  • The quarantine period may be shortened by taking a PCR test no less than 8 days after arrival. If the result of this test is negative, the period of quarantine can end on Day 10.

  • Travellers arriving from countries classified as “red” are subject to a 14-day quarantine.

  • The quarantine must take place at the person's home, at a declared location or, at a dedicated location designated by the authorities.

  • The quarantine period may be shortened by taking a PCR test no less than 8 days after arrival. If the result of this test is negative, the period of quarantine can end on Day 10.

  • Travellers who have received their final vaccination for COVID-19 more than 10 days ago, are exempt from quarantine, provided they show proof of vaccination, including the dates.

  • Based on the above restrictions, travellers can expect to be exempt from quarantine or spend up to 14 days in quarantine depending on their origin of travel and other entry conditions.

Vaccination Required

  • No

  • Vaccination is not mandatory for entry to Romania. However, vaccinated travellers are exempt from quarantine measures.

  • Eligible travellers can enter via land or air borders.

Curfew restrictions

  • The state of alert has been extended until 10 August. All ongoing restrictions will remain in force.

  • There is a night curfew in place between 20:00 and 05:00

Social restrictions

  • Moderate

  • Protective face masks and physical distancing of 1.5 metres are mandatory in closed public spaces, workplaces, and public transportation.

  • A maximum of six people may gather.

Internal travel restrictions

  • Minimal

  • Public and private transportation is operating with strict guidelines.

  • Non-essential travel is not allowed during curfew hours. Travel is allowed for work, medical assistance or buying medicine, caretaking responsibilities, or to catch a plane, train, or coach transport.

  • Due to movement restrictions in place, when travelling to the airport make sure you carry your passport and your flight ticket.

  • When travelling across or through Romania, carry a passport at all times.

  • Stores will only open from 05:00 to 21:00, with the exception of food delivery, pharmacies, and gas stations.

  • Small commercial centres, cleaners, and stores with direct access to the outside are open.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practice social distancing, maintain a 6-foot distance from other individuals and avoid crowded areas.
