COVID-19 Precautionary Measures in Macau (13 July Update)

*Can a resident enter the country? *

  • Yes

  • Citizens and residents are allowed to enter subject to meeting entry requirements.

*Can a foreigner enter the country? *

  • No with exceptions

  • Visitors from foreign countries are not allowed to enter Macau. Exceptions can be found here.

  • Visitors from Mainland China, Hong Kong, and Taiwan are prohibited from entering Macao if they have visited a foreign country in the 21 days prior to arriving in Macau. Information on eligibility for an exemption and application can be found at this link.

*Is transit allowed through the country? *

  • No with exceptions

  • Transit is not allowed at Macau International Airport.

  • Travellers are allowed to transit through two land border crossings, Macau’s Barrier Gate checkpoint at the Zhuhai land border and the Macau-Zhuhai checkpoint on the Hong Kong-Zhuhai-Macau Bridge. Private cars are allowed to access the border crossings.

*Is a test required on arrival? *

  • No with exceptions

  • Macao has implemented a QR three-colour code system based on the travel history of the passenger. Travellers receiving red or yellow codes may be subject to testing, hospitalization, or restrictions on their movements.

*Is a test certificate allowed? *

  • Yes

  • Test certificates obtained outside of China are accepted.

*Test certificate required? *

  • Yes

  • Citizens and residents of Macau, residents of Mainland China, Hong Kong and Taiwan who have been present in Mainland China within the past 14 days prior to arrival and have not been to any foreign country within the past 21 days prior to arrival need to provide a negative COVID-19 PCR test certificate issued within 7 days before departure.

  • Citizens and residents of Macau, residents of Mainland China, Hong Kong and Taiwan who have been in Taiwan within the past 21 days prior to arrival need to provide a negative COVID-19 PCR test certificate issued within 24 hours before departure to Macau.

  • Travellers who are allowed to enter and who have been in India, Pakistan, Philippines, Nepal and Brazil in the 28 days prior to arrival have to present proof of three negative COVID-19 nucleic acid tests within seven days (each at least 24 hours apart, with the last test performed no earlier than 72 hours before boarding), and proof of negative IgM serum antibody test or a COVID-19 vaccination certificate. Relevant proofs must be issued by testing institutions recognized by the Chinese Embassies/Consulates.

  • Citizens and residents of Macau, residents of Mainland China, Hong Kong and Taiwan who have been in Hong Kong within the past 14 days prior to arrival need to provide a negative COVID-19 PCR test certificate issued within the past 24 hours.

  • Permitted travellers allowed to enter from foreign countries other than the above-listed countries and who have been in any of these countries within 21 days prior to arrival in Macau, will have to provide a negative COVID-19 PCR certificate issued within 72 hours prior to departure.

*Is quarantine required on arrival? *

  • Yes with exceptions

  • Citizens and residents of Macau and Mainland China, Hong Kong and Taiwan who have been in Hong Kong 14 days prior to arriving in Macao will need to enter isolation for 14 days at government-designated locations.

  • Travellers who have been in Taiwan in the 21 days prior to arrival in Macau will need to enter isolation for 21 days** at a designated location. They will also need to undergo an additional 7 days of self-health management.

  • Permitted travellers who have been in India, Pakistan, Philippines, Nepal and Brazil within the 28 days prior to arrival will need to enter isolation and medical observation for 28 days or 35 days (if tested positive for serologic testing) at a designated location.

  • Citizens and residents of Macau, Mainland China, Hong Kong and Taiwan arriving from Mainland China are not required to undergo medical observation except if arriving from designated risk areas. Travellers who have been in any of these places 14 days prior to arrival in Macau will be subject to 14-day medical observation at a designated venue.

  • Travellers who are allowed to enter and who have been in foreign countries other than the above-listed countries within the past 21 days prior to arrival need to enter 21 days or 28 days of isolation at a designated location if tested positive for serological testing. They also need to undergo another 7 days of self-health management.

  • Arrivals to Macau will be issued with a “yellow” Macao Health Code digital certificate. Anyone who wishes to leave Macao prior to the completion of their period of health self-management will need to obtain approval from the authorities of the destination (before arriving in Macao's checkpoint facilities), obtain a negative COVID-19 test certificate issued within 48 hours of intended departure and follow any other requirements imposed by their chosen destination.

  • All travellers undergoing a health self-management period in Macao will be required to have a COVID-19 PCR test with a negative result to end the self-management period.

  • Based on the above restrictions, the traveller may be required to spend between a minimum of 14 and a maximum of 35 days in quarantine

  • A declaration of health condition at the port of entry is mandatory. The “Macao Health Code” is an electronic health declaration that can be used and that will generate a colour-coded QR code to be used for entry. The form can be completed online at this link.

Airline restrictions

  • Commercial airlines are operating limited flights at Macau International Airport.

  • Travellers arriving in Macau from the mainland via Macau International Airport can check the necessary requirements online here.

Border restrictions

  • Moderate

  • Borders are closed for foreigners, except those arriving from China, Hong Kong, and Taiwan. Visitors from China, Hong Kong, and Taiwan are prohibited from entering Macao if they have visited a foreign country within 21 days prior to arrival in Macau.

  • All land border crossings are closed except Zhuhai land border crossing (open from 06:00 to 01:00 hours) and Hong Kong-Zhuhai-Macao Bridge (open between 08:00 to 22:00 hours).

  • Macau-Shekou ferry services are operational.

  • Ferry crossings and land border crossings between Hong Kong and Macau are restricted except for some special cases.

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practise social distancing, maintain a 6-foot distance from other individuals and avoid crowded areas. Check with your airline, booking agent, or country's embassy for information on your specific travel plans.
