COVID-19 Precautionary Measures in Angola (12 July Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter Angola.

Can a foreigner enter the country?

  • Yes with exceptions

  • Foreigners are allowed to enter Angola.

  • Non-resident foreign nationals travelling for essential business reasons, medical evacuations, humanitarian reasons, and essential workers are also allowed to enter.

  • Travellers coming from Brazil or India are temporarily prohibited from entering Angola, even in case of a temporary layover in either country.

Is a test required on arrival?

  • No with exceptions

  • A rapid COVID-19 test may be required for all inbound air passengers.

Is a test certificate accepted?

  • Yes

  • Test certificates issued outside of Angola are accepted. They must be printed and issued in either English or Portuguese to be considered valid.

Test certificate required?

  • Yes

  • Arriving travellers must have a negative COVID-19 RT-PCR test certificate issued within 72 hours before departure for Angola.

  • Travellers departing Angola, may need to show a negative COVID-19 test certificate issued within 72 hours prior to departure.

Is quarantine required on arrival?

  • Yes with exceptions

  • All arriving travellers must enter a mandatory 10-day home quarantine upon arrival, regardless of their citizenship. Arriving passengers are required to receive a negative result on a COVID-19 re-test undertaken ten days after arrival in order to be released from quarantine. 

  • Travellers who are unable to quarantine at home, or those who test positive upon arrival, can enter institutional quarantine at any of the quarantine sites in the country, subject to availability.

  • International travellers arriving in Luanda with a tourist visa are advised that immigration authorities may hold their passport following their arrival in Angola until the traveller presents a second negative COVID-19 result following ten days of quarantine.

  • Arriving travellers residing in Angola for 72-hours or less are not required to enter quarantine on arrival.

  • Asymptomatic COVID patients may be allowed to isolate at home. 

  • Travellers coming from a country where new variants of COVID are in transmission, will be required to enter institutional quarantine in a government-run health center.

  • All airline crew are subject to self-isolation until their next flight.

  • Based on the above restrictions, all incoming travellers will be subject to a minimum of 10 days of self-quarantine or quarantine at a government facility based on their travel history and result on the test on arrival.

Entry form required?

  • Yes

  • All arriving passengers will be required to complete the Travel Registration Form (FRV) at least 72 hours prior to travel to Angola.

Is a vaccination required?

  • No

  • A vaccination for COVID-19 is not required for entry into Angola.

Insurance required?

  • No

  • Insurance is not mandatory to enter Angola. However, travellers intending to visit are advised to ensure that they have adequate travel health insurance.

Airline restrictions

  • Moderate

  • Domestic and international flight services have resumed at a limited capacity.

  • Flights to and from Australia, Nigeria, and the UK remain suspended.

  • For domestic flights, the Angolan government requires proof of a negative PCR COVID-19 test performed 72 hours prior to boarding.

Border restrictions

  • Significant

  • All sea and land borders remain closed. Only citizens and residents are allowed to enter. The country is closed for tourism. Humanitarian transport, medical emergencies, and diplomatic missions are exempted.

Curfew restrictions

  • Moderate

  • A nationwide curfew is in place from midnight to 05:00 (local time).

  • The country is under the State of Public Calamity until 7 August. This decree entails restrictions on travel to and from Angola, among other restrictions to contain the spread of COVID-19 in the country.

Social restrictions

  • Moderate

  • Indoor gatherings are limited to 15 people, while outdoor gatherings are limited to 10 people.

Internal travel restrictions

  • Moderate

  • Public transport is operating at a limited capacity from 05:00 to 20:00 (local time).

  • The Angolan government requires proof of a negative serological (rapid) COVID-19 test 72 hours prior to boarding domestic flights or when crossing land borders between provinces.

  • Travel to and from Luanda may require special permission from authorities.

Non-essential shops open?

  • Yes

  • Non-essential shops are open.

  • Local markets are allowed to operate until 18:00 (local time).

  • Commercial facilities (including canteens) are open from 07:00 to 20:00 (local time).

Accommodations open?

  • Yes

  • Guesthouses and hotels are operating.

Restaurants open?

  • Yes

  • Restaurants are open with occupancy limits from Monday to Sunday until 22:00. Restaurants can also offer takeaway services.

Bars and cafes open?

  • Yes

  • Cafes are operating at a limited capacity from Monday to Sunday until 22:00 and are allowed to provide takeaway services.

Beaches and tourism sites open?

  • No

  • Recreational use of beaches and public swimming pools remains suspended. Recreational use of boats is permitted, with capacity limits.

Museums and heritage sites open?

  • Yes

  • Museums, theatres, and similar institutions are allowed to reopen with limited capacity.

  • Personal care services are open.

  • Enclosed/ indoor gyms remain closed.

Places of worship open?

  • Yes

  • Places of worship are open. Religious services may be held four days a week with limited attendance.

Events allowed?

  • Yes with exceptions

  • Activities and meetings, religious gatherings on-premises are allowed with capacity limits.

  • Burials can take place with a maximum of 20 participants. If the cause of death is COVID-19, a maximum of 10 participants may gather.

  • Individual sporting activities are allowed from 05:00 to 20:00 (local time).

  • Cinemas are allowed to open with occupancy limits until 22:00 (local time).

Masks required in public?

  • Yes

  • Wearing a mask is required in public places and on public transport.

Other

  • Preschools, primary schools, secondary schools, and universities are permitted to hold in-person classes.

  • Civil services are allowed until 15:00 and private services are allowed until 17:00 (local time).

Advice For Travellers

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practise social distancing, maintain a 6-foot distance from other individuals and avoid crowded areas.
